SUBJECT: Juvenile Accountability Block Grant __ County
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Resolution No. 2005134b approving and authorizing the County Probation Officer, or
designee, to apply for and accept funding from the California Board of Corrections (BOC) in
the amount of $64,010 for the Juvenile Accountability Block Grant (JABG) for the period July
17 2005 through June 30, 2006.
FISCAL IMPACT:
$64,010 is available to Contra Costa County through the Juvenile Accountability Block Grant.
There is a ten percent cash match requirement that will be met utilizing existing Probation
Department resources.
BACKGROUND:
The Juvenile Accountability Block Grant program is based on Title III of H. R. 3, the JAIBG Act
of 1997, as passed by the United States House of Representatives on May 8, 1097. The
Department of Justice Authorization Act for FY 2003 (Public Law 107-273), signed into law on
November 2, 2002, revises and renames the Juvenile Accountability Incentive Block Grant
(JAIBG) to the Juvenile Accountability Block Grant (JABG), and places it under Title 11 of the
Omnibus Crime Control and Safe Streets Act. The total allocation of $4,761,400 to the State
is to enable units of local government to promote greater accountability of juvenile offenders in
the Juvenile Justice System. Contra Costa County's portion of this allocation is $64,010.
The Board of Corrections (BOC) received notice from the Federal Office of Juvenile Justice
and Delinquency Prevention (OJJDP) regarding Fiscal Year 2005-2006 JABG funding
awarded by Congress for California. There are significant decreases in the available funding.
The previous funding level funded one Deputy Probation Officer position. This year's
allocation will fund a one-half Deputy Probation Officer position. The Probation Department
intends to use this funding for the Deputy Probation officer assigned to the East County
Juvenile Drug Court program.

RECOMMENDATION:

Subject: Juvenile Accountability Block Grant
WHEREAS,the Board of Supervisors of the County of Contra Costa desires to undertake a
certain project designated Juvenile Accountability, East County Juvenile Drug Court to be
funded in part from funds made available through the Juvenile Accountability Block Grant
(JABG) program administered by the California State Board of Corrections (hereafter
referred to as BOC).
NOW,THEREFORE, BE IT RESOLVED that the County Probation Officer of the County of
Contra Costa, Lionel D. Chatman, is authorized, on its own behalf, to submit the attached
proposal to BOC as authorized to sign and approve on behalf of the Board of Supervisors of
the County of Contra Costa the attached Grant Award Agreement including any extensions
or amendments thereof.
BE IT FURTHER RESOLVED that the applicant agrees to provide all matching funds
required for said project (including any amendment thereof) under the program and the
funding terms and conditions of BOC and that the cash match will be appropriated as
required. It is agreed that any liability arising out of the performance of this grant award
agreement, including civil court actions for damages, shall be the responsibility of the grant
recipient and the authorizing agency. The State of California and BOC disclaim
responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to
supplant expenditures controlled by this body.

California,Department of Justice, for a CJIS (Contra Costa County Justice Information Systems)
connection through the County's computers for the period of July 1,2005 through June 30,2007.
II. FINANCIAL IMPACT:
This contract will generate$7920.00 in revenue for the contract period.
III. REASON FOR RECOMMENDATION AND BACKGROUND:
This contract provides the Department of Justice access to Contra Costa County's CJIS system for
the purpose of obtaining missing and incomplete arrest and disposition information.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this request is not approved the County will not be able to generate this revenue.

economic self sufficiency of residents and strengthening community bonds.

Public agencies requesting fiords from the Firedall Foundation are required to have fiscal sponsors with
501(c)(3) status. For the purposes of this grant application, Volunteer and Emergency Services Team in Action
(VESTIA)will act as the fiscal agent for EHSD, Service Integration Program in support of the Bay Point Works
Program.
Overseen by the Contra Costa Service Integration Program,Bay Point Works is a neighborhood-based project
that strives to advance the economic well being of Bay Point residents,while providing meaningful
opportunities for them to actively engage in the revitalization of their community. Over the past seven years,
BPW has played a pivotal role in increasing the economic self-sufficiency of Bay Point residents. Through its
unique county-community partnership model,BPW has developed and implemented a wide range of
employment-related services and community-building activities designed to fill service gaps and address priority
interests and needs identified by residents of Bay Point. This approach has connected hundreds of Bay Point
residents with employment,while providing them with meaningful opportunities to develop their leadership
skills and enhance quality of life in their community.
Through this approach, BPW has been instrumental in significantly raising employment rates of Bay Point
CalWORKs participants. As a result, Bay Point CaIWORKs participants have mai ed the highest
employment rates across all districts in Contra Costa for the last seven years.
