SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Position Adjustment Resolution No. 19888 adding one (1) Account Clerk — Experienced
Level position and canceling one (1) Clerk — Experienced Level position in the Building Inspection
Department as recommended by the Human Resources Director.
ANNUAL & FISCAL IMPACT:
There are no net County Costs associated with these actions. The costs are covered by the
cancellation of the Clerk— Experienced Level position and permit fees.
BACKGROUND:
The Building Inspection Department is requesting the addition of one (1) Account Clerk —
Experienced Level position to consolidate purchasing, accounts payable, and payroll duties that are
currently being performed by three (3) clerical staff members. Duties of the Account Clerk will
include: performing a variety of clerical work in connection with the assembly, sorting, tabulation and
recording of fiscal and statistical data; checking, indexing and filing bills, vouchers, purchase orders,
claims and other financial papers; performing arithmetic calculations and verifying totals and
extensions; maintaining perpetual inventories; maintaining and checking payroll; computing and
processing bills; and accepting payments and writing receipts and/or deposit slips.
CONSEQUENCE OF NEGATIVE ACTION:
The addition of an Account Clerk — Experienced Level position better serves the needs of internal
and external customers due to the consolidation of duties in one ('11) position to perform like duties. If
this position were not to be added, the Building Inspection Department could experience losses
associated with a separation of related duties due to inconsistent processing.

RECOMMENDATION Adopt Position Adjustment Resolution # 19853 canceling a vacant
Registered Health Information Technologist (RHIT) position and adding one Medical Records
Technician position.
FISCAL IMPACT: This action results in a cost savings.
BACKGROUND: Due to previous difficulties in recruiting qualified Registered Health Information
Technologists (RHIT), the Health Services Department wishes to cancel a recently vacated RHIT
position and add a Senior Medical Records Technician. This position will be assigned to the
Martinez detention facility. The duties of both classifications are similar, however, the RHIT requires
state certification and is responsible for supervising the work of subordinate Medical Records
Technicians. The Medical Records Administrator will now assume the supervisory duties and the
Senior Medical Records Technician will act as a lead. Duties of the position will include completing a
daily analysis of medical records for chart content and documentation, assigning diagnostic codes for
billing, reviewing claims for proper billing, and providing lead direction to subordinate Medical
Records Technicians and clerical staff.
RESULT OF NEGATIVE ACTION: Due to recruitment difficulties, Health Services will have difficulty
filling a RHIT position. This will result in increased workload for the existing medical records staff,
inefficient processing of medical records, and delays in revenue recovery.
