SUBJECT: Approval of Contract#74-196-3 with Phoenix Programs, Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on
behalf of the County, Contract#74-196-3 with Phoenix Programs, Inc., a non-profit corporation, in
an amount not to exceed $309,123, to provide outpatient Medi-Cal drug treatment services for
dually-diagnosed clients for the period from July 1, 2005 through June 30, 2006.
FISCAL IMPACT:
This Contract is funded 50% by Federal Medi-Cal and 50% by State Funds. No County funds are
required.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides outpatient substance
abuse treatment services to County residents with co-occurring substance abuse and psychiatric
disorders.
On August 3, 2004, the Board of Supervisors approved Novation Contract#74-196-2 with Phoenix
Programs, Inc. for the period from July 1, 2004 through June 30, 2005, for the provision of
outpatient Medi-Cal drug treatment services, including individual counseling treatment and
Group Counseling treatment for dually-diagnosed clients.
Approval of Contract #74-196-3 will allow the Contractor to continue providing services through
June 30,2006.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Contract #74-152-5 with Cindy S. Harrison-Magee, a self-employed
individual, in an amount not to exceed $37,032, for the provision of professional consultation and
technical assistance to the Department with regard to the Children's Mental Health Program, for the
period from July 1, 2005 through June 3 0,2006.
FISCAL IMPACT:
This Contract is funded 37.5% by Federal Financial Participation (FFP), 37.5% State EPSDT, and
25% SB 163 Grant funds.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
On October 19, 2004, the Board of Supervisors approved Contract #74-152-3 (as amended by
Contract Amendment Agreement #74-152-4) with Cindy S. Harrison-Magee, for the period from
July 1, 2004 through June 30, 2005, to act as a Family Partner Wrap-Around Team Facilitator for
the Children's Mental Health Programs including, but not limited to, liaison services, increasing
parent involvement in planning, service design and evaluation of Children Programs, and gathering
information with regard to community resources.
Approval of Contract #74-152-5 will allow the Contractor to continue providing services through
June 30, 2006.

Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on
behalf of the County, Contract #24-443 22 with Adolescent Treatment Centers, Inc., a non-profit
corporation, in an amount not to exceed $106,097, to provide Alcohol and Drug Program Services
for the period from July 1, 2005 through June 3 0,2006.
FISCAL IMPACT:
This Contract is funded 100%by Federal Adolescent Treatment Funds.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse treatment program supports the Board of Supervisors' "Families that
are Safe, Stable, and Nurturing"and"Communities that are Safe and Provide a High Quality of Life
for Children and Families" community outcomes by providing individual, group, and family
counseling; substance abuse education; rehabilitation support services; and substance abuse
prevention services. Expected outcomes include increased knowledge about the impact of
addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based
resources; and increased school and community support for youth and parents in recovery.

Substance Abuse Treatment (SAT) program so that addicted youth are provided an opportunity to
recover from the effects of alcohol and other drug use, become self-sufficient, and return to their
families and communities as productive individuals.
On July 20, 2004, the Board of Supervisors approved Contract #24-443-21 with Adolescent
Treatment Centers, Inc., for the period from July 1, 2004 through June 30, 2005 for the provision
of Adolescent Residential Chemical Dependency Treatment Program at its Thunder Road facility in
Oakland.
Approval of Contract #24-443-22 will allow the Contractor to continue providing services
through June 30, 2006.

behalf of the County, Contract#24-578-23 with Sunrise House, Inc., a non-profit corporation, in an
amount not to exceed $317,760, to provide drug and alcohol residential and day treatment services
for the period from July 1, 2005 through June 3 0,2006.
FISCAL IMPACT:
This Contract is 100% federally funded by a Substance Abuse Prevention and Treatment (SAPT)
Block Grant.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that addicted individuals are
provided the opportunity to recover from the effects of alcohol and other drug use and become self-
sufficient individuals who can contribute to their families and communities as clean and sober
individuals.
On August 10, 2004, the Board of Supervisors approved Novation Contract #24-578-22 with
Sunrise House, Inc., for the period from July 1, 2004 through June 30, 2005, for the provision of
drug and alcohol programs and residential treatment services.
Approval of Contract#24-578-23 will allow the Contractor to continue providing services through
June 30,2006.

the County, Contract#24-629-17 with Hugh R.Winig,M.D., a self-employed individual, in an amount not to
exceed$36,000, for the provision of professional forensic psychiatric services to patients in the Department's
Conditional Release Program (CONREP), for the period from July 1, 2005 through June 30, 2006.
FISCAL IMPACT:
This Contract is 100% funded by State CONREP.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The State Department of Mental Health provides funding to the Department's Mental Health Division to
provide services for certain patients returning to the community from the State Hospital system, pursuant to
Section 1604 of the Penal Code and known as the Conditional Release Program (CONREP).
On June 22, 2004,the Board of Supervisors approved Contract#24-629-16 with Hugh R.Winig,M.D.,for the
period from July 1, 2004 through June 30, 2005,for the provision of professional forensic psychiatric services to
patients in the Department's Conditional Release Program(CONREP),including,but not limited to psychiatric
assessment, medication assessment and prescription of medications.
Approval of Contract #24-629-17 will allow the Contractor to continue providing services through June 30,
2006.
