Lucas, a self-employed individual, in an amount not to exceed $51,730, to provide evaluation services for the Mental Health Division's Children's System of Care, for the period from July 1,2005 through June 30,2006. FISCAL IMPACT: This Contract is funded 66% State by Mental Health Services Act and 34% Mental Health Realignment. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): On June 8, 2004, the Board of Supervisors approved Contract #74-100-5 (as amended by Contract Amendment Agreement#74-100-6 and#74-100-7) with Elizabeth Lucas for the period from Jul 1, July 2004 through June 30, 2005, for the provision of evaluation services for the Mental Health Division's Children's;System of Care. FISCAL IMPACT: This Contract is funded 40% by Mental Health Realignment, and 60% by Mental Health Services Act(MHSA) BACKGROUND/REASON(S)FOR RECOMMENDATIONS}: On June 8, 2004, the Board of Supervisors approved Contract #24-106-9 With Jay Mahler for the period from July 1, 2004 through June 30, 2005, for the provision of consultation and technical assistance to the Department With regard to consumer input into the planning process for managed care including, but not limited to, implementing a Recovery Vision Program in the Adult System of Care and coordinating the Campaign to Address Discrimination and Stigma. Approval of Contract #24-106--10 will allow the Contractor to continue providing services through June 30,2006. FISCAL IMPACT: This Contract is funded 100% by State Substance Abuse and Crime Prevention Act (SACPA) - Prop 36 funds. No County funds are required. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): The Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has mandated and funded Counties to establish Alcohol and Other Drug (AOD) treatment programs for non-violent drug offenders in lieu of incarceration. On February 6, 2001, the Board of Supervisors designated County's Health Services Department, through its Alcohol and Other Drugs Services Division, as the lead agency in Contra Costa County responsible for the implementation of Prop 36 treatment efforts. On November 30, 2004, the Board of Supervisors approved Novation Contract #74-135-3 with Center Point, Inc. for the period from July 1, 2004 through June 30, 2005, for the provision of substance abuse intervention and treatment services. Approval of Contract #74-135-4 allows the Contractor to continue providing services through June 30,2006. FISCAL IMPACT: This Contract is funded 100% by Federal Block Grant funds through the State Substance Abuse Treatment and Testing Accountability(SATTA) SB 223 Program. No County funds are required. The Substance Abuse Treatment and Testing Accountability (SATTA) SB 223 Program is a funding augmentation to Prop 36, designed to fund drug testing and other treatment services. On February 6,2001,the Board of Supervisors designated the County's Health Services Department, through its Alcohol and Other Drugs Services Division, as the lead agency in Contra Costa County responsible for the implementation of Prop 36 treatment efforts. On December 9, 2003, the Board of Supervisors approved Novation Contract #74-174-1 with Bi-Bett Corporation for the period from July 1, 2003 through June 30, 2005, (which included a six- month automatic extension through December 31, 2005) for the provision of drug testing (Rapid Analysis)services for Prop 36 eligible,court-referred County residents. Approval of Novation Contract#74-174-2 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30,2006.
