(I SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION "COMMENDATION(S): . Approve and authorize the Health Services Director, or his designee (Haven Fearri) to execute on behalf of the County, Contract #24-723-58 with Neighborhood House of North Richmond, Inc., a non-profit corporation, in an amount not to exceed $601,714, to provide substance abuse detoxification and residential treatment program services, for the period from July 1, 2005 through June 30, 2006. FISCAL IMPACT: This Contract is funded 51% by Federal Substance Abuse and Treatment (SAPT) Block Grant, 24.5% by State Prop 36, 19% by State Bay Area Service Network (BASN), and 5.5% by EHSD Alternative to General Assistance Program(AGAP)funds. BACKGROUND/REASON(S)FOR RECOMMIENDATIO This Contract meets the social needs of County's population in that addicted residents, 18 years of age and older, are provided the opportunity to recover from the effects of alcohol and other drug use, become self sufficient, and to contribute to their families and communities as clean and sober individuals. On October 12, 2004, the Board of Supervisors approved Novation Contract #24-723-57 with Neighborhood House of North Riclunond, Inc., for the period from July 1, 2004 through June 30, 2005, for the provision on of substance abuse detoxification and residential treatment program services. Approval of Contract #24-723-58 will allow the Contractor to continue providing services through June 30,2006. FISCAL IMPACT: This Contract is 83% State CaIWORKs and 17%Federal Perinatal Set Aside funded. BACKGROUND/REASON(S)FOR RECOMMENDATIO On December 16, 2004, the Board of Supervisors approved Novation Contract #24-948-11 with New Connections for the period from July 1, 2004 through June 30, 2005, (which included a six- month automatic extension through December 31, 2005) for the provision of substance abuse treatment and recovery services,, outpatient perinatal intensive day treatment services and substance abuse and mental health assessment services for participants in the CaIWORKs Program. Approval of Contract Amendment Agreement #24-948-12 will allow the Contractor to provide services to additional clients,through June 30,2005. FISCAL IMPACT: This Contract is 37.5% Federal FFP, 37.5% State EPSDT and 25% SB 163 Grant funds. BACKGROUND/REASON(S) FOR RECOMMENDATIONN. On June 8, 2004, the Board of Supervisors approved Contract #24-978-6 (as amended by Contract Amendment Agreement#24-978-7) with Susan Waters,for the period from July 1,2004 through June 30, 2005, to provide coordination of family involvement services to the Mental Health Division including, but not limited to, liaison services, increasing family involvement and facilitating Family Wraparound Program meetings. Approval of Contract#24-978-8 will allow the Contractor to continue to provide services,through June 30, 2006. FISCAL IMPACT: This Contract is 100%federally funded by the Department of Housing and Urban Development. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides a variety of supportive services on a drop-in basis, including case management, food, showers, clothing, information and referrals, employment training, housing counseling, transportation and health care to homeless adults and families. On June 15, 2004, the Board of Supervisors approved Contract #25-043-3 with Phoenix Programs, Inc., for the period from July 1, 2004 through June 30, 2005, for the provision of operation of Multi- Service Centers for County's Homeless Program. Approval of Contract #25-043--,4 will allow the Contractor to continue providing services through June 30, 2006. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides support services to County residents that are homeless and have a diagnosis of mental illness or a dual-diagnosis of mental illness and substance abuse. On June 15, 2004, the Board of Supervisors approved Contract#25-046-3 with Shelter, Inc. for the period from July 1, 2004 through June 30, 2005, for the provision of support services for County's HHISN clients.
