FINANCIAL IMPACT: $555,000; 100%Federal Workforce Investment Act funds ($333,000 WIA Adult allocation; $222,000 WIA .Dislocated Worker allocation) CHILDREN'S IMPACT STATEMENT: This action will directly support the third outcome, "Families that are Economically Self-Sufficient". The Contractor will act as contracting and pay agent for training vendors who will provide job training and skills upgrades to Employment and Human Services Department clients. BACKGROUND: This Board Order will authorize the Employment and Human Services Department, on behalf of the Workforce Development Board, to continue the services provided by the Oakland Private Industry Council, Inc. (OPIC). In Spring 2000, the EASTBAY Works Consortium, of which the Workforce Development Board of Contra Costa (WDB) is a member, selected OPIC, a member organization, to serve as procurement and pay agent for training vendors on behalf of all EASTBAY Works partner agencies. BACKGROUND-, Mr. Paul Branson provides Transportation Coordinator services to the Employment and Human Services Department(EHSD), Workforce Services Bureau(WFS) and Adult Services Bureau(ASB). Twenty percent (20%) of his time is spent providing project oversight for three California Work Opportunity and Responsibility for Kids transportation programs: Rides to Success Demand-Response Bus Service(RTS), Children's Transportation Project(CTP), and KEYS Auto Loan Program. Eighty percent(80%) of his time is spent working in partnership with Aging and Adult Services staff,transportation providers, and other agencies to identify gaps in transportation services to the elderly and disabled adult population. FINANCIAL IMPAC 1 $120,000: 100% County CHILDREN'S IMPACT STATEMENT: The Dedicated Shelter Group Home program supports three of Contra Costa County's community outcomes: 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families". This contract will provide children with stable,high-quality residential treatment after entry into the Child Welfare System. BACKGROUND: Youth Homes, Inc.,provides for two dedicated group homes (twelve beds)providing countywide shelter services at established Central County and East County sites. Both homes provide 24-hour intake, a no- restriction admission policy, and specialized staffing to accommodate children whose backgrounds may be unknown at time of placement. These 2 group homes are the primary shelter care facilities in Contra Costa County; they serve children with serious behavioral and emotional problems both when coming into the social services system for the first time, and when requiring emergency placement. They serve an essential function that no other county facility provides. Keeping children in Contra Costa County in the least restrictive setting possible helps with visitation and reunification efforts. Additionally,without these dedicated beds more children would be placed in costlier,more restrictive facilities outside of Contra Costa County. EHSD also realizes some cost benefits through improved caseworker access to children. This is accomplished through providing a safe, friendly environment for children who have been removed from their homes. BACKGROUND: The receiving centers,maintained by Employment and Human Services Department(EHSD),provide shelter, food, toys, clothing,public health nursing services, and medical referrals as part of a continuum of care for children. Receiving center serve children who have been removed from their homes. BACKGROUND/REASON(S)FOR RECOMMENDATIONS : This Contract meets the social needs of County's population in that it provides a crisis call center 24 hoursp er day/7 day per week, and provides shelter services to a minimum of 100 women and children in crisis situations. On June 15, 2004, the Board of Supervisors approved Contract#23-158-16 with STAND! Against Domestic Violence, for the period from July 1, 2004 through June 30, 2005, for the provision of shelter services for battered women and their children. Approval of Contract #23-158-17 will allow the Contractor to continue providing services through June 30,2006. 6..........
