APPROVE and AUTHORIZE the Employment&Human Services Department Director, or designee,to
EXECUTE the contract with Contra Costa Federal Credit Union(#21-856-4) in the amount up to $153,000 for
the Auto Loan Program for CaIWORKs participants for the period July 1, 2005 through June 30, 2006.
FINANCIAL IMPACT:

This action directly supports all five of the community outcomes established in the Children's Report Card: 1)

BACKGROUND!,
The Employment and Human Services Department(EHSD) created a KEYS Auto Loan Program for
CaIWORKs participants who need a personal automobile to complete their transition to self-sufficiency and to
support the Contra Costa County Welfare to Work Transportation Action Plan approved by the Board of
Supervisors in May 1999. The KEYS Auto Loan Program targets CaIWORKs participants and in coordination
with Contra Costa Federal Credit Union,provides automobile loans for participants who meet loan criteria. The
program is successful at helping participating CaIWORKs clients remain employed and well on the road to self-
sufficiency.

RACKCT'RUND:
MV Transportation, Inc. provides three different transportation services countywide for the Employment and
Human Services Department. These services, Children Transportation Project (CTP), Rides to Success (RTS),
and the Independent Living Shills Program(ILSP),provided transportation to CaIWORK.S participants and their
children and to teenage foster children emancipating from the foster care system. RTS provides same-day
employment related transportation for eligible and enrolled CaIWORK.S participants. CTP delivers door-to-door
transportation to and from daycare and school for the infant to high school aged children of CaIWORKS
participants. ILSP transportation provides charter-based transportation service to and from ILSP training events
for foster children emancipating from the foster care system at age 18. The purpose of the three transportation
programs is to assist CaIWORK.s participants and their children to achieve self-sufficiency by removing barriers
to employment,job retention, and to achieve independence from the foster care system.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract with FamiliesFirst, Inc. (#21-569-6) in the amount not to exceed $96,000, for dedicated group home
services for the period July 1, 2005 through June 30, 2006.
FINANCIAL. IMPACT:
$96,000 CWS Direct Allocation(Title IV-B): 30% County($28,800); 70% State.
CHILDREN'S IMPACT STATEMENT:
Dedicated group home services support four of the five Contra Costa County Community Outcomes: "Children
Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood";
"Families that are Safe, Stable and Nurturing"; and"Communities that are Safe and Provide a High Qualityof
Life for Children and Families." Children placed in this dedicated group home receive short-term assessment
and intensive residential and day treatment in a safe, structured environment. Meanwhile, Employment and
Human Services and FamiliesFirst work toward longer-term placement in less restrictive settings or family
reunification wherever possible.
BACKGROUND.
FamiliesFirst, Inc. operates the Rose Manning Youth Shelter, a six-bed, 24-hour coed residential treatment and
assessment facility serving the entire county. The shelter offers intensive Residential Care Level 14 group home
services for severely emotionally disturbed children in short-term placements, generally of 90 days or less.
Children placed in the shelter receive a broad spectrum of intensive, individualized and group treatments for
emotional and behavioral issues,which include addressing the effects of prior physical, emotional and sexual
abuse. An ongrounds school and day treatment program meets the children's individualized educational needs.
These local treatment and assessment services help to reduce out-of-county placements and facilitate family
therapy for children for whom reunification is possible; they also allow Employment and Human Services to
find the best possible long-term placement options for those who require ongo. residential treatment.

work directly impacts the emancipation and self-sufficiency of County foster children. The amendment request
is due to unanticipated additional work and expenses related to the Federal Health and Nutrition Grant.

providing on call written and oral translators and translations for clients whose language needs cannot be
adequately met by staff.
RACKGROI IND:
The County's Employment and Human Services Department(EHSD)provides support services to non-English
speaking clients whose primary languages include Korean, Laotian, Tagalog, Russian, Farsi, Afghani,
Vietnamese, and other languages. On-call oral and written translation services provide communication
assistance to the County's EHSD clients whose language needs cannot be met by the County's EHSD staff.
California Translation Service was selected from a competitive procurement in July 2002 to provide translation
and interpreter services. This contract provides supported communication necessary for services to clients and
to meet California Department of Social Service civil rights requirements. The Department intends to return to
the market by conducting a competitive procurement for this service during Fiscal Year 2005-2006.
