CUMDREWS IMPACT STATEMENT:
This contract directly supports three of the five community outcomes identified in the Contra Costa County
Children's Report Card: 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable,

and Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families"
byp g rovidin limited English proficient Individuals education, training, tutoring, and employment skills to
advance within the Early Childhood Education field.
BACKGROUND_
The Early Childhood Job Training Project(ECJTP) is designed to assist entry level limited English proficient
workers in obtaining the education and certifications needed to advance within the Early Childhood Education
field. Participation in this program will give immigrant workers the education and skills necessary to avoid
remaining in minimum wage jobs without the opportunity for advancement. Following participation in ECJTP
services,participants will have the skills to advance up the career ladder into jobs offering higher salaries,job
security, and benefits sufficient to keep them independent of subsidized employment.
Catholic Charities will collaborate with the Contra Costa Community College, West Contra Costa Adult School,
and Careers with Children Training Program am at the Balboa Head Start School in Richmond(a program operated
by Contra Costa County Office of Education Regional Occupational Program)to Drovide Early Childhood
Education and Child Development training and certifications.

BACKGROUND!
,
Lao Family Community Development provides pre- and post-employment case management services to limited
English proficient CaIWORKs applicants and recipients residing in West Contra Costa County. Services include
assistedjob search,job placement, employment disputes resolution for ob retention, and other ob related
information. Contractor will provide translation and interpretation services in Vietnamese and Laotian dialects.
The Healthy Marriages Program services are supported with KESS funding to include marriage building and
enhancement activities, marriage education,relationship enhancement programs, divorce reduction activities
and/or other activities that promote and sustain healthy marriages.

CHILDREN'S IMPACT STATEMENT:
This contract supports all five of community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by
assisting pregnant and parenting teens in completing high school and increasing self-sufficiency.
BACKGROITND:
The Cal-Learn Program is designed to provide assistance to pregnant and parenting teens allowing them to
remain in school and obtain a high school diploma or equivalent. The Perinatal Council will provide case
management services to registered Cal-Learn Program participants who are referred by the County's
Employment and Human Services Department (EHSD). Services will include providing continuous
comprehensive case management services,providing program orientation and information, completing
educational assessments, counseling and mentoring,parenting assessments,providing child development skills
training, identifying child care, transportation, and ancillary needs for participant to attend and complete high
school, transitioning participants to independent living upon high school completion, referring participants to
community resources, and reviewing and monitoring school attendance,performance, and progress.
The California Legislature established the Cal-Learn program with the passage of Senate Bill 35 and 1078
(Chapters 69 and 1252, Statutes of 1993). The statute required that each county submit, as a supplement to its
GAIN Plan, a plan to implement Cal-Learn. Contra Costa County implemented the Plan on August 1, 1994.

BRAC.,K GROUND:
Under the direction of the County's Employment and Human Services Department's (EHSD) Workforce
Development Board's (WDB) Executive Director, Ms. Reynolds coordinated and managed the planning,
implementation, and contracting of various project activities for the Workforce Development Board(WDB).
She facilitated the planning, coordination, and phase development of grant and project activities,Which included
developing an implementation timeline for each project, interfacing with internal and external staff to ensure
project success and grant compliance, and documenting project and grant activities. Executing this contract
will enable Ms. Reynolds to provide continuity and uniformity to the administration current projects plus permit
the WBD the ability to draw upon her expertise to pursue future funding opportunities.
Ms. Joyce Reynolds was selected from a competitive procurement, Request for Interest(RFI)#153 to provide
special projects and grant management services.

This agreement supports one of the five community outcomes established in the Children's Report Card: 3)
"Families that are Economically Self Sufficient." Activities under this contract will provide access to computer
technology empowering One Stop participants to effectively j ob search and obtain employment.
BACKGROUND:
The Contra Costa County Office of Education provides internet access including network monitoring and
maintenance for six East Bay Works One Stop Career Centers and one One Stop Career Center in the City of
Richmond. Internet access affords individuals who use One Stop services the opportunity to conduct in-depth
fob search.
