RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or his designee, to execute a Contract Amendment with Hunter Research, Inc., to increase the payment limit by $145,000.00 to a new payment limit of$520,000.00, with no change in term, to continue implementation of the Automated Regional Information Exchange System (ARIES). Il. FINANCIAL IMPACT: NONE. Funding sources will be from the DOJICOPS Earmark Grant and from designated State Homeland Security Grant funds. III. BACKGROUND: Hunter Research, Inc., provides the continuity in the three year strategic plan developed by Automated Regional Information Exchange System (ARIES) Operations Committee and adopted by the County Justice Automation Advisory Committee (JAAC) for countywide justice and law enforcement systems integration and information sharing. Specific Request(S) or Recommendation (S) & Background and Justification RECOMMENDATION (S): APPROVE and AUTHORIZE the County Administrator, or designee, on behalf of the Community Services Department, to execute contract #38-764-6 with Nulinx International Inc. in the amount of$36,000 for the maintenance of a customized, Internet-based, server platform for federally mandated family and child assessments for the period from May 1, 2005 through April 30, 2006. FINANCIAL IMPACT: This contract is funded by the federal Head Start Basic Grant (50.67%) and the California Department of Education(49.33%). Funding for this contract is included in the Community Services Department's FY 2004-05 budget and the proposed FY 2005-06 budget. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Administration for Children and Families (ACF), and the California Department of Education, both require that family and child assessments be conducted on each family within the program. The family and child assessment modules are required by federal rule to collect data on a family's progress toward self-sufficiency and the child's progress for school readiness. This contract provides for the maintenance of the customized, Internet- based, server platform for data input and report retrieval. REASONS FOR RECOMMENDATIONS/BACKGROUND: The State Legislature budgeted additional funds in FY 2004-2005 for Child Care and Developmental programs to compensate agencies for the higher costs associated with the administration of these programs. On December 7, 2004,the Board of Supervisors approved the execution of Amendment Number I between the County and the State Department of Education (State Standard Agreement GPRE-4026) in the amount of$12,899 for a new maximum reimbursable amount of$548,119 to reflect this inflation adjustment. Approval of the proposed contract amendments with the above referenced agencies will enable them to receive their portion of the inflation funds for the operation of their FY 2004-2005 contracts with the County. BACKGROUND: Following a competitive procurement,Request for Proposal (RFP) #1061, contracts were awarded to Rubicon Programs, Inc., and Contra Costa ARC (Association of Retarded Citizens)to provide Supported Work for CaIWORKs Participants with Learning Disabilities. The Supported Work Services Program is half of an overarching program initiating more in-depth State mandated services to CaIWORKs clients who have been assessed as possibly suffering from learning difficulties. Rubicon and ARC provide multilingual and culturally sensitive case management,job placements and retention services geared toward individuals with learning disabilities and need additional support to become self-sufficient through uns 'dined employment. BACKGROUND! David Grant, Inc.,was selected through competitive procurement,Request for Interest (RFI#257), to provide a childcare system and implementation support. This system provides comprehensive,program-specific automation to support the management of service delivery,program funding, and compliance with California Department of Social Services and California Department of Education regulations. It also facilitates EHSD's coordination of efforts and tracking of resources within the community.
