DATE: May 3, 20054 COUNTY SUBJECT: P300 #19843 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution Number 19843 to ADD a Patient Financial Services Supervisor, three Patient Financial Services Specialist and CANCEL one Permanent Intermittent Patient Financial Services Specialist Position. FISCAL IMPACT: The Health Services Department has estimated the cost associated with this request to be $286,707.61 per year and is offset through Federally Qualified Health Center revenues as well as the cancellation of the P.I. position #10842. BACKGROUND: The action requested by this P300 is to provide for sufficient level of supervision at the Centralized Financial Counseling Unit at the Contra Costa Regional Medical Center, and add three Patient Financial Services Specialist positions to reduce the patient telephone hold times and assist with inpatient Medi-Cal follow-up. CONSEQUENCES OF NEGATIVE ACTION: Should the Patient Financial Services Specialist positions not be added, the Department will begin the use of mandatory over-time hours to cover for sick leave and vacation. Sufficient coverage would provide time to audit and review the work of staff and decrease the patient's telephone hold time and delays in processing paperwork necessary for reimbursement. The additional supervisor's position will provide proper supervision to subordinate staff and ensure that policies and procedures are followed to maximize Medi-Cal revenues and other sources of reimbursement.
