BARRY, AICP �: - COMMUNITY DEVELOPMENT DIRECTOR o; . .� , Costa County DATE: MAY 212005 SUBJECT: Reprogramming of Measure C funds for transportation projects in Hercules and Richmond SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ADOPT the attached resolution proposed by the West Contra Costa Transportation Advisory Committee and AUTHORIZE its transmittal to the Contra Costa Transportation Authority. FISCAL IMPACT NONE to the County. BACKGROUND/REASONS FOR RECOMMENDATIONS The West Contra Costa Transportation Advisory Committee (WCCTAC) is proposing an amendment to the Measure C Strategic Plan, which would involve reprogramming $6.5 million in Measure C funds originally programmed for a long-debated parking garage at the EI Cerrito Plaza BART Station that will not be moving forward.WCCTAC proposes to amend the Measure C Strategic Plan so these funds could be shifted to two other West County projects that need the funding. Under the proposal $5.5 million would be shifted for use in building a parking garage at the Richmond Transit Village, located at the Richmond BART Station, and $1 million would be shifted to surface parking construction at the Hercules Transit Center. The attached resolution from WCCTAC provides further detail. WCCTAC on April 22 voted to request all its member jurisdictions adopt the resolution and forward it to the Contra Costa Transportation Authority, which must approve any amendments to the Measure C Strategic Plan. The El Cerrito Plaza BART parking garage has been a controversial project for many years. Recently the City of EI Cerrito dropped the concept, due to lack of community support, incomplete funding, and the City's decision to seek joint-use development at the Del Norte Plaza BART Station instead of the EI Cerrito Plaza station. Kowalewski, PWD THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR R BY DEPUTY GATransportationlBoard Orders&Greenies120051Board Order Resolution WCCTAC May 2 2005.doc i s THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on (date), by the following vote: AYES: Gioia,Piepho,DeSaulnier,Glover and Uilkema NOES: None ABSENT: None ABSTAIN: None Resolution No. 2005/260 Subject: Reprogramming of Measure C transportation improvement funds in West County WHEREAS, the West Contra Costa Transportation Advisory Committee (WCCTAC) is the Regional Transportation Planning Committee for West Contra Costa County and is comprised of members from the cities of EI Cerrito, Hercules, Pinole, Richmond,and San Pablo; Contra Costa County;and the transit agencies AC Transit, BART, and WestCAT; and WHEREAS, Measure C is the Contra Costa transportation sales tax that was passed in 1988 for specific transportation projects and programs throughout the county; and WHEREAS, the EI Cerrito BART Station Parking Structure Project that was identified in Measure C has not moved forward or been constructed; and WHEREAS, the WCCTAC member agencies—particularly the cities of EI Cerrito, Hercules, and Richmond, and BART — have been working on projects that could expeditiously use the Measure C funds originally programmed for the EI Cerrito BART Station Parking Structure Project; and WHEREAS, Interstate 80 in West Contra Costa County is the most congested freeway in the Bay Area during the morning and afternoon peak periods and providing additional BART parking in Hercules and Richmond will encourage the use of commute alternatives and will provide congestion relief in the corridor; and WHEREAS, in March 2005 the WCCTAC Board unanimously recommended to the Contra Costa Transportation Authority(CCTA)that the Measure C funds for the EI Cerrito BART Station Parking Structure Project be replaced with BART parking projects at the Richmond Transit Village ($5.5 million) and at the Hercules Transit Center($1 million); and WHEREAS,the property at the Hercules Transit Center that has been identified for surface parking is owned by BART but will be planned and constructed by the City of Hercules on behalf of BART; and WHEREAS, the parking structure at the Richmond Transit Village will be owned and maintained by BART but engineered and constructed by the City of Richmond; and WHEREAS,the new parking at the Hercules Transit Center will include 175 additional spaces and four additional bus bays and the parking structure at the Richmond Transit Village will consist of 170 new spaces; and WHEREAS, the right-of-way for the Hercules Transit Center has been acquired and entitlement work is expected to begin in Spring 2005 and the Richmond Transit Village parking structure is environmentally cleared, no right-of-way is required, and the project will be under construction by the end of 2006; and WHEREAS, both projects are fully funded with the proposed reprogramming of Measure C funds. NOW,THEREFORE, BE IT RESOLVED that the Board of Supervisors supports the amendment to the Measure C Strategic Plan proposed by WCCTAC that will provide$5.5 million for the parking structure at the Richmond Transit Village and $1 million for the 175 additional surface parking spaces at the Hercules Transit Center and the County will work with all involved agencies if needed to assist in the projects outlined herein.
