SUBJECT: ACCEPT the Food Stamp Error Rate Update and ADOPT Resolution Number 2005/289
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
1. ACCEPT the verbal report and the attached graphic detail from the Employment&Human Services
Director providing an update on the county food stamp error rates and the Department's success in
lowering the error rate.
2. ACKNOWLEDGE the Department's multi-year efforts to reduce the food stamp error rate. A reduction
from a high of 13.99%in Federal fiscal year(FFY) 2001, to 10.56% in 2002, 4.62% in 2003, and 1.74%
in 2004. 1.74% for 2004 is the second lowest food stamp error rate in the State of California.
3. ACKNOWLEDGE the positive outcomes generated from expanded staff training, improved case review
practices,the creation of the Program Integrity Unit that performs Food Stamp internal monitoring, and
coordinated Quality Assurance and Quality Control efforts.
4. ACKNOWLEDGE that the Department's impressive improvement resulted in elimination of previous
year sanctions.
5. ADOPT Resolution Number 2005/289 congratulating the Employment&Human Services Department
staff on the success in reducing the error rate, and their ongoing commitment to payment accuracy.

In the Matter of: RESOLUTION NO. 2005/289
ACHIEVEMENT IN REDUCING THE FOOD STAMP ERROR RATE
FOR FEDERAL FISCAL YEAR 2004
WHEREAS, the Food Stamp Program is a federal entitlement program designed to provide
assistance to hungry people, regardless of their age, gender, marital or family status; and
WHEREAS, Contra Costa County provides Food Stamp assistance to approximately 28,950
residents monthly, resulting in approximately 11,650 cases, representing approximately 1% of
California's Food Stamp population; and
WHEREAS, eligibility determinations for the program require complicated assessments of
citizenship and residency requirements,household composition,and resource and income levels;
and
WHEREAS, the United States Department of Agriculture (USDA), Food and Nutrition Service
(FNS) requires each state to maintain an error rate at or below the national average,known as the
Federal Tolerance Level, and
WHEREAS,the consequence of not meeting this standard is that fiscal sanctions are applied to the
State, and from the State to the counties;and
WHEREAS,Contra Costa County,as one of thirteen of the nineteen California reviewed counties
with 2001 error rates above the Federal Tolerance Level,instituted a comprehensive,multi-pronged
corrective action effort designed to lower error rates;and
WHEREAS, the corrective actions taken by the Contra Costa County Employment and Human
Services Department have resulted in annual error rates falling from 13.99% in 2001 to 10.56% in
2002, to 4.62% in 2003, and most recently to 1.74% in 2004; and
WHEREAS,Contra Costa County Employment and Human Services Department has attained the
second lowest error rate in the State for federal fiscal year 2004 of 1.74%,an accuracy rate of 98.26%,
thus avoiding any federal fiscal sanction.
NOW,THEREFORE, BE IT RESOLVED that the Board of Supervisors hereby congratulates the
staff of the Employment and Human Services Department for their outstanding efforts in reducing
the Food Stamp Program error rate, and their ongoing commitment to payment accuracy.
