SUBJECT: Allocation of FY 2004/05 Housing Opportunities for Persons with AIDS funds.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
(1) APPROVE the allocation of $351,853 in FY 2004/05 Housing Opportunities for Persons
with AIDS HOPWA funds for the Villa Vasconcellos project, and (2) AUTHORIZE the Deputy
Director- Redevelopment, or his designee, to enter into the required legal documents for this
purpose.
FINANCIAL IMPACT:
No General Fund impact. HOPWA funds are allocated to local jurisdictions by formula,
through the U.S. Department of Housing and Urban Development (HUD).
BACKGROUND:
The Cit of Oakland is granted HOPWA funds annually for Alameda and Contra Costa County.
City
Oakland distributes the funds to Contra Costa on a formula basis. The County administers
these funds on behalf of the Contra Costa Urban County and the other five HUD entitlement
jurisdictions. The Urban County includes the unincorporated County and all jurisdictions
except the entitlement jurisdictions — Antioch, Concord, Pittsburg, Richmond and Walnut
Creek).

The County currently has $351,863 in unobligated FY 2004/05 funds for housing development.
The purpose of the Villa Vasconcellos project is to provide 70 units of multifamily rental housing
affordable to and occupied by lower income seniors, including those with HIV/AIDS in Walnut
Creek and Central County. Resources for Community Development (RCD) is the developer of
the project, which involves the demolition of an abandoned Alzheimers facility and the new
construction of 69 one-bedroom units and 1 two-bedroom manager's unit on a 1.37 acre site in
Walnut Creek. The site is located near transportation and shopping. Three of the units will be
reserved for seniors living with HIV/AIDS. In accordance with HOPWA regulations, RCD will
have an on-site services coordinator to refer Villa Vasconcellos residents to the appropriate
services to assist them in maintaining a stable living situation. Services will be provided through
community-based and government agencies. The project will remain affordable to the target
population for 55 years.
The Board of Supervisors previously allocated $500,000 in HOME Investment Partnerships Act
(HOME) funds for the chronically homeless to this project. Additional funding is being provided
by the state Multifamily Housing Program.
HOPWA funds are being recommended to this project with the following contingencies:
• Confirmation of all financing required to complete the project.
• County review and approval of final development budget.
• Identification and County approval of a property management company to manage the
project.
• County review and approval of final services plan.
The total cost of the project is $18,510,982.
Representatives from the other five entitlement jurisdictions concur with this funding
recommendation.
Required legal documents for this project includes, but may not be limited to, a loan and regulatory
agreement.
The Lillie Mae Jones Plaza project in Richmond also submitted an application for HOPWA funds.
The purpose of the project is to provide 21 units of multifamily rental housing affordable to and
occupied by extremely low and very low-income households, including those with HIV/AIDS in
Richmond and West County. No funding was recommended at this time. City and County staff
intend to work with the project sponsor-CHDC of North Richmond to prepare the project for FY
2005/06 funds in the near future.
