SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to
EXECUTE a contract with Seema Walse(#21-191-0) in the amount up to $54,300 for systems
analysis and application development services for the period June 1,2005 through November 30,
2005.
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION;
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract with Seema Walse(#21-191-0)in the amount up to $54,300 for systems analysis and application
development services for the period June 1, 2005 through November 30, 2005.
FINANCIAL IMPACT:
$54,300 Administrative Overhead Costs: 20% County($10,860); 40% State($21,720); 40%Federal($21,720).
BACKGROUND:
The Department issued competitive procurement(RFI#250)to replace a former contract employee in Winter-
2005. The Department selected Ms. Walse to fill that position and to utilize her unique talents. The County's
Employment and Human Services Department's Information Technology Division provides technical support to
the department. Ms. Walse's primary duties will be to analyze and customize existing in-house applications that
are impacted by CaIWIN implementation. Her other duties include,but are not limited to, analyzing system
enhancements,participate in the evaluation and testing of system upgrades, compile project descriptions, cost
estimates, and preparing information system solutions to business problems.
