SUBJECT: Unemployment
Insurance Contract Renewal 04/
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Director of Human Resources or designee to execute a One
year contract renewal, effective May 1, 2005 through April 30, 2006, in the amount of $0,508.00 on
behalf of Contra Costa County and the County Personnel Administrators Association of California
(CPAAC), a California nonprofit corporation, and TALX Corporation (formally GatesMcdonald), the
third party administrator. This contract provides for the continued services pertaining to the
investigation, administration, and representation of unemployment insurance claims filed against
Contra Costa County.
FISCAL IMPACT:
The annual fee for all services provided are based on the rate of $0.73 per Full Time Equivalent
(FTE) employee. The County's FTE rate is calculated each January; therefore, annual calendar year

program costs will vary dependent upon the FTE rate.
Program costs are paid from the Unemployment Insurance Trust Fund, which receives revenues
from monthly premium charges to County Departments.
BACKGROUND:
Since, July 1, 1984, Contra Costa County and Other member counties have participated in CPACC's

unemployment Insurance program to purchase unemployment administrative services from a third
party administrator, currently the TALX Corporation. CPACC is renewing the contract for a oneY ear
period pending the outcome of their responses to recent Request for Proposals, as it has been over
fifteen years since CPACC has tested the marketplace.
