SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt the attached Resolution which authorizes County Probation Officer Lionel Chatman, or
the Chairperson of the Board of Supervisors to submit and/or sign Contra Costa County's
application for approval of the County's Comprehensive Multi-agency Juvenile Justice Plan
Modification and related contracts, amendments, or extensions with the State of California
Board of Corrections. This Resolution also assures that Contra Costa County's Comprehensive
Multi-agency Juvenile Justice Plan Modification has been developed, reviewed and provided to
the Board of Corrections, and provides necessary assurances to the State of California Board of
Corrections as required in the grant application.
FISCAL IMPACT:
$2,770,491 is available to Contra Costa County through the Juvenile Justice Crime Prevention
Act (Schiff-Cardenas Crime Prevention Act of 2000). There are no match requirements for the
award.
BACKGROUND:
The State of California Board of Corrections, pursuant to the Juvenile Justice Crime Prevention
Act (Schiff-Cardenas Crime Prevention Act of 2000, Assembly Bill 1913) as signed into law by
the Governor of the State of California on September 7, 2000, is providing a total allocation of
$99,725,000 to enable local government units to develop and implement a Comprehensive
Multi-agency Juvenile Justice Plan.

The legislation requires that this plan be developed by the local Juvenile Justice Coordinating
Council. Contra Costa County's allocation for this purpose is $2,770,491.
The Juvenile Justice Crime Prevention Act requires that the local Juvenile Justice Coordinating
Council be chaired by the County Probation Officer and that the Comprehensive Multi-agency
Juvenile Justice Plan developed by this body be approved by the Board of Supervisors.
Funding from the Juvenile Justice Crime Prevention Act (JJCPA) will allow Contra Costa County
to maintain funding for significant children's services. Funding through JJCPA for fiscal year
2005/2006 will allow for the continuation of many of the programs established during the initial
year of the grant. The following summarizes the programs proposed for continued funding
under JJCPA as well as those programs/services reduced due to revenue shortfall:
I. Deputy Probation Officers in High Schools Program
Initially funded through Challenge Grant I, the Deputy Probation Officers in High
Schools Program has been continued the past three years with funding from JJCPA.
The high school program places probation officers in selected high schools and special
necessary schools to provide supervision and intervention services for juvenile
offenders and other at-risk youth. The program stresses collaboration among schools,
police agencies and Probation to provide supervision and treatment services for youth.
It is proposed that the high school remain fully funded for FY 05/06;
II. Deputy Probation Officers in Middle Schools Program
The Deputy Probation Officers in Middle Schools Program has been based on the high
school model to provide intensive supervision for offenders and an array of early
intervention and preventative services for at-risk youth. This program was initiated
during the first year of JJCPA funding. For FY 04/05 it was continued at a reduced
level. It is proposed that the middle school program remained funded at the 04/05 level
for FY 05/06;
III. Community Probation Program
Continued JJCPA funding will allow the eight probation officers currently out-stationed in
various police agencies throughout the County to continue their focus on high risk
youth, at-risk youth and chronic offenders. The deputy probation officers implementing
this program work non-traditional hours and collaborate closely with police agencies,
schools and community-based organizations to help prevent offending behavior and
provide appropriate accountability;
IV. Orin Allen Youth Rehabilitation Facility (OAYRF) Aftercare
It is proposed that the aftercare program at the OAYRF be continued at a reduced level
by eliminating One Deputy Probation Officer position. Four PO's will continue to provide
close supervision and support to minors for 90 days after their graduation from the
ranch program;
V. Summit Center Program
The Summit Center program represents a collaborative effort between the Probation
Department, Children's Mental Health Services, and the County Office of Education to
provide residential treatment services for youth in the juvenile justice system in need of
mental health and counseling services. $300,000 of the initial funding for partial staffing
of this program came from the SafeFutures grant. This funding was assumed by the
JJCPA budget when the SafeFutures grant expired. In order to meet our budget
limitation, it is proposed that this funding augmentation be eliminated;
VI. Fee for Service Funding
Funding for treatment services will be maintained at 04/05 level of$100,000 for FY 05/06;
some of these funds will be used to provide substance abuse counseling for youth at
OAYRF.

ADOPT Resolution No. 2005/ approving and authorizing the County Probation Officer, or
designee, to apply for and accept funds in the amount of$2,770,491 from the State of California,,
Board of Corrections, to continue programs designated under the Juvenile Justice Crime Prevention
Act program administered by the Board of Corrections of the State of California.
BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby authorize County
Probation Officer Lionel D. Chatman, or the Chairperson of the Board of Supervisors, to submit and/or to
sign Contra Costa County's application for approval for the County's Comprehensive Multi-agency
Juvenile Justice Plan and related contracts,, amendments,, or extensions with the State of California; and
ASSURES that the County of Contra Costa's Comprehensive Multi-agency Juvenile Justice Plan has
been developed, reviewed and provided to the Board of Corrections in a format determined by the Board
of Corrections; and
ASSURES that the County of Contra Costa Board of Supervisors and the Juvenile Justice Coordinating
Council have reviewed and approve the County's Comprehensive Multi-agency Juvenile Justice Plan; and
IDENTIFIES the following individuals as members of the Contra Costa County Juvenile Justice
Coordinating Council:

ASSURES that the County of Contra Costa will adhere to the requirements of the Juvenile Justice Crime
Prevention Act(Chapters 353 and 475 of the Government Code) and the Juvenile Justice and
Delinquency Prevention Act of 1974, as amended, regarding the submission of the Comprehensive Multi-
agency Juvenile Justice Plan application or revision, investment of allocated monies, including any
interest earnings, expenditure of said funds, and the submission of required reports to the Board of
Corrections.
