ADOPT Resolution No. 2005/262 proclaiming May 22-28, 2005 as "Elder Abuse Prevention Week"in Contra
Costa County as recommended by the Employment and Human Services Department, Aging and Adult Services
Bureau.
FINANCIAL. IMPACT:
None.
BACKGROUND:
Every year, thousands of older and dependent adults suffer from abuse,neglect or exploitation and sadly, most
of them suffer in silence. In 2004, Contra Costa County 's Adult Protective Services (APS)received an average
of 141 reports of abuse per month. However,the issue of elder abuse still remains a largely hidden,
underreported and growing problem affecting one of the fastest growing segments of our population—the
elderly.
Contra Costa County is committed in protecting the elderly population in our community and there are several
County programs dedicated to fighting elder abuse. The County's 24-hour APS Program is dedicated to
investigating allegations of abuse and neglect. In addition, the County's Office of the District Attorney has a
special elder abuse prosecution unit that brings crimes against elderly victims to justice. The County is also very
fortunate to have proactive community-based resources, such as Elder Abuse Prevention, Inc. and the Elder
Financial Protection Network(EFPN),which all work together to fight the problem of elder abuse. The issue of
elder abuse requires continuous community education, awareness and vigilance for i o be brought to the
forefront.

DECLARING MAY 22- 28, 2005 AS ELDER ABUSE PREVENTION WEEK
IN CONTRA COSTA COUNTY
WHEREAS, the issue of elder abuse remains a largely hidden, underreported and
growing problem affecting one of the fastest growing segments of the population, and
WHEREAS, Contra Costa County is dedicated to preserving the safety and well-being
of all its inhabitants;, and
WHEREAS, Contra Costa County operates a 24-hour Adult Protective Services

program dedicated to investigating allegations of abuse or neglect of elderly persons or
dependent adults; and
WHEREAS, Contra Costa County has a special elder abuse prosecution unit within the
District Attorney's office dedicated to bringing crimes against elderly victims to justice;
and
WHEREAS, Contra Costa County is fortunate to have proactive community-based
resources, such as Elder Abuse Prevention, Inc. and the Elder Financial Protection
Network; and
WHEREAS, the issue of elder abuse requires continual community education,
awareness., and vigilance.
NOW,THEREFORE BE IT RESOLVED that the Board of Supervisors declares the
week of May 22-28, 2005 as ELDER ABUSE PREVENTION WEEK in Contra Costa
County.
PASSED by a unanimous vote of the Supervisors present this 17th day of May 2005.
