SUBJECT: ACCEPT THE PRESENTATION OF REPORT BY EAST AND WEST COUNTY AIDS TASK
FORCE MEMBERS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
ACCEPT the presentation of report by East and West County AIDS Task Force members.
BACKGROUND:
Approximately 2,500 Contra Costa residents have been diagnosed with AIDS since the disease was first reported more
than 20 years ago. More than 930 individuals are now living with AIDS in Contra Costa, and another 570 people have
been reported with HIV since July 2002.
HIV and AIDS disproportionately impacts communities of color, particularly African Americans. Richmond, San Pablo
and Pittsburg have the highest cumulative incidence rates of AIDS in Contra Costa. To support the development of an
appropriate prevention response to HIV and AIDS in our community, Supervisor Gioia and Richmond Mayor Irma
Anderson convened the West County AIDS Task Force in 1999,and Supervisor Glover and Frances Greene of Pittsburg
Preschool Community Council convened the East County AIDS Task Force in 2003.
The AIDS Task Forces are comprised of a variety of concerned community members who meet monthly to review HIV
data, share health education information, present and discuss community problems or concerns, and plan community
education activities. Each Task Force sponsors World AIDS Day activities on December 1 and a variety of health
education activities during Contra Costa's AIDS Awareness Month in May and throughout the year.
Focal areas of concern include reducing stigma and misinformation by providing prevention and education services to
substance users (especially injection drug users), youth and women. Both Task Force bodies work closely with
community-based agencies, faith-based agencies, schools, and others to identify opportunities for outreach and
education.
Past Task Force Accomplishments include:
➢ A resource and information fair at the Center for Health in North Richmond.
➢ School-based educational presentations in West Contra Costa high schools.
➢ World AIDS Day candlelight vigils.
➢ Faith community educational workshops on reducing the stigma of HIV in the church.
➢ Community education forum on youth and HIV.
➢ Health fairs at local malls and schools.
➢ CCTV shows designed to increase community HIV awareness.
➢ Development of a resource guide for East County.
➢ A youth talent show for World AIDS Day commemoration.
➢ Presentations at Pittsburg High School to dispel rumors and provide education and information to students.
