Ru f, Sherif-Coroner ~ u n A DATE: May 10, 2005 SUBJECT: Automatic Meal Deductions for Contract Employees SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION: Allow the Auditor's Office to process monthly automatic Detention Division meal deductions for participating contract employees as is the current practice for permanent and temporary employees. II. FINANCIAL IMPACT: Reduced costs associated with the considerable effort expended monthly collecting and processing personal checks from contract staff located at three, geographically dispersed facilities. 111. BACKGROUND: Contract employees desiring to utilize any of the Detention Division staff dining facilities must currently pay monthly by personal check. The Auditor's Office states that deductions from paychecks must fall under their guidelines (i.e., based on MOU contractual agreement, as a result of a Board of Supervisor's Resolution, or be due to a mandatory directive such as taxes). None of these guidelines currently cover deductions for contract employees. IV. CONSEQUENCE OF NEGATIVE ACTION: Efficiency of operations for all parties involved in these transactions will be lost. The existing manual procedures result in an administrative burden that could be eased with automatic monthly deductions.
