APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to EXECUTE a
contract with STAND! Against Domestic Violence(#21-714-5) in the amount of$250,000 for Domestic
Violence services during the period July 1, 2005 through June 30, 2006.
FINANCIAL IMPACT:
$2509000: $150,000 CalWORKs Single Allocation; 20% County($30,000),40% State ($60,000), 40%Federal
($60,000); $100,000 County costs as authorized by zero Tolerance for Domestic Violence

BACKGROUND:
This Board Order will authorize Employment and Human Services Department(EHSD)to continue services
provided b STAND! for FY 2005-06. Stand! will provide a wide array of domestic violence services, tailored

to meet the specific needs of the Workforce Services Bureau. Services include CalWORKs domestic violence
liaisons at four Employment and Human Services Department(EHSD) offices located in Antioch,Martinez,
Richmond, and Hercules; technical assistance, consultation, and domestic violence identification and skills
training; on-site capacity building and linkage of domestic violence victims to community resources. STAND!
will develop and provide Limited English Proficiency(LEP) outreach services to the Asian-speaking
community.

R A C.KGR O TND:
The Workforce Development Board of Contra Costa County(WDB) obtained a Walter S. Johnson Foundation
Grant to develop and provide programs designed to help disadvantaged youth and students to develop "soft
skills"necessary to succeed in college and in the workplace. These programs will have the added benefit of
helping students satisfy pre-requisites for math and English for subsequent enrollment in college and career
pathways programs. Contra Costa College(CCC) developed these programs ("Bridge Program" and"Pre-
Bridge Program") for application in West County. CCC will provide these programs at their campus in San
Pablo.

RECOMMENDED ACTION_
APPROVE and AUTHORIZE the Employment&Human Services Director, or designee, to ENTER INTO a

CHILDREN'S IMPACT STATEMENT:
This contract supports the fourth community outcome: "Families that are Safe, Stable and Nurturing". This
contract provides interventions for families at-risk of becoming involved with the Child Welfare System.
BACKGROUND:
The Employment and Human Services Department, Children and Family Services(CFS)Bureau is
implementing Child Welfare Redesign to enhance current service delivery and improve outcomes for children
and families. The redesign plan includes providing early intervention services, developing community
partnerships, and increasing the number of foster families. The Department issued Request for Proposals#1081
in January 2005 in order to solicit interested organizations in providing case management services to families at-
risk of becoming involved with the Child Welfare System. Family Stress Center represented one of the most
responsive and responsible bids for CWS Redesign case management in East County. A selection committee
comprised of raters from outside the County and within the Department selected Family Stress to provide Path 2
case management services in those areas of East County that historically have high numbers of child abuse
referrals (94509, 94565).
Should the Board authorize this contract, the community based case managers will receive referrals directly
from the Children and Family Services Bureau and will provide case management services to East County
families, helping them secure needed services, improve family functioning, enhance child well-being, and avoid
further need for interaction with the Department.

execute on behalf of the County, Contract #22-878-3 with Contra Costa Cardiology Medical
Group, a corporation, in an amount not to exceed $50,000, to provide maximal strength treadmill
testing for new employees and employees with cardiac risk factor, for the Contra Costa Fire
Protection District, the Office of the Sheriff and the Hazardous Materials Department, for the
period from July 1, 2005 through June 30, 2006.
FISCAL IMPACT:
This Contract is funded 100% by the Contra Costa Fire Protection District, Office of Sheriff and
Hazardous Materials Division based on fees charged for each test.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
On July 13, 2005, the Board of Supervisors approved Contract #22-878-2 with Contra Costa
Cardiology Medical Group for the period from July 1, 2004 through June 30, 2005, for the provision
of provide maximal strength treadmill testing for new employees and employees with cardiac risk
factor, for the Contra Costa Fire Protection District, the Office of the Sheriff and the Hazardous
Materials Department.
Approval of Contract #22-878-3 will allow the Contractor to continue providing services through
June 30, 2006.

BACKGROUND/REASON(S)FOR RECOMMIENDATION(S):
The.-Board of Supervisors authorized the Health Services Director to establish an ombudsperson
program for hazardous materials issues, as a component of the Industrial Safety Ordinance, to
provide a single point of contact for people who live or work in the county with regard to

environmental health concerns, questions, and complaints about the Hazardous Materials
Programs.
On May 4, 2004,the Board of Supervisors approved Contract#23-242-6 with Michael J. Kent, for
the provision of ombudsperson program services for the Hazardous Material Division, for the
period from May 1, 2004 through April 30, 2005
Approval of Contract #23—242—7 will allow the Contractor to continue providing services through
April 30,2006.
