Rupf, Sheri Costa DATE: May 10, 2004 County r SUBJECT: Contract for Background Investigation and Polygraph Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION 1. RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or his designee, to execute a Contract on behalf of the County with Cynthia Kirby to provide and supervise background and polygraph services for the Office of the Sheriff, in an amount not to exceed $96,120.00, for the period of June 16, 2005 through June 15, 2006. 11. FINANCIAL IMPACT: NONE. Funding for background investigation and polygraph services is included in the Office of the Sheriffs budget. 111. BACKGROUND: The Office of the Sheriff is responsible for conducting a thorough applicant screening process for selected job classes that include background investigations and polygraph tests. Recruitment efforts generate a substantial number of applicants who are required to go through the screening process. The contractor has the licensing and experience necessary to supervise and coordinate the activities of the background investigation processes and manage the assignments of backgrounds and polygraphs. IV. CONSEQUENCE OF NEGATIVE ACTION: If the applicant screening process in not effectively managed and completed in a timely manner, the Office of the Sheriff risks losing qualified candidates to competing employers. CHILDREN'S IMPACT STATEMENT: This contract supports two Contra Costa County community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." The health services provided to the program promote improved school readiness and social competence for preschool children from low-income families. BACKGROUND: Ms. Villa has provided technical assistance as a bilingual mental health intern to the Community Services Department Head Start Program since May 2004. OBJECTIVE The objective of this plan is to provide for wildlife damage management on properties within the County of Contra Costa,State of California. The strategies employed will include corrective actions to current wildlife damage problems and preventative control to prevent future problems and subsequent property damage. B. RESULTS OR BENEFITS EXPECTED Efforts will be made by assigned personnel to reduce,terminate, and prevent predation and damage to livestock,crops, and other property caused by damaging birds and mammals. C. APPROACH AND RESOURCES REQUIRED The work will be accomplished using Wildlife Services Specialists(WSS)assigned to work within the County. The anticipated program includes six(6)staff months for the period of July 1,2005 through June 30,2006. All work will be in accordance with the terms of the Cooperative Agreement effective July 1,2004. D. PROCUREMENT Purchase of supplies,equipment,and miscellaneous needs including salaries will be made by APHIS-WS. All expenditures will be processed thorough APHIS's administrative system and charged to the Cooperator as described in the Financial Plan of the Cooperative Service Agreement. E. STIPULATIONS AND RESTRICTIONS APHIS-WS activities under this cooperative effort will be limited to the State of California. Techniques will be environmentally sound, safe, and selective. If applicable, both Federal and State permits will be secured to perform wildlife damage management activities,and those activities will be conducted within the policy guidelines of APHIS-WS. All program activities will be conducted in compliance with Local, State,and Federal regulations. Billings will be sent for payment to the Cooperator on a quarterly basis in equal amounts of$5,437.50. In accordance with the Debt Collection Improvement Act of 1996,invoices issued by USDA-APHIS are due and payable within 30 days. Payments not received by the due date are subject to late payment charges assessed at the rate established by the Dept. of Treasury(31 USC 3717).
