SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the
Workforce Development Board of Contra Costa County, to APPLY FOR and if granted, ACCEPT funds in the
amount up to $197,500 from the State of California Employment Development Department, WIA Rapid

CHILDREN"S IMPACT STATEMENT:
This action supports one out of the five community outcomes established in the Children's Report Card: 3)
"Families that are Economically Self Sufficient". Services provide skills and training directly to employees at
area companies to address layoff aversion strategies.
BACKGROUND:
The Workforce Development Board of Contra Costa(V*TDB) is applying for additional rapid response funding to
identify strategies for adverting layoffs in the local area, including but not limited to, assisting dislocated
workers to transition to new employment and providing incumbent worker training and job retention services.
Increasing the level of rapid response funding will assist the V;DB to: 1)update and enhance the capacity
building efforts; 2) deliver required rapid response activities; 3) execute the WDB layoff aversion program; and
4) solidify the incumbent worker training strategy.

Services under this contract indirectly support the third community outcome established in the children's report
Card: Families that are Economically Self-Sufficient.
BACKGROUND:
The State of California Employment Development Department has made available Federal Workforce
Investment Act 25% grant funding to train workers for entry-level positions,upgrade skills training, and
perform outreach to youth and non-traditional workers to enter the manufacturing and petrochemical industries.
The petrochemical industry in the County anticipates a shortage of qualified workers as its current workforce
retires. The manufacturing industry claims it has difficulty finding qualified workers. This grant, if approved,
will assist filling these industry workforce needs,bringing high-paying jobs to County residents. The
Workforce Development Board of Contra Costa County will serve as grant administrator and fiscal agent.

Board
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
"COMMENDED ACTION:
1. Approve and authorize the Health Services Director to submit Funding Application#28-511-14 to
the California Integrated Waste Management Board (CIWMB), in an amount not to exceed
$25,300, for enforcement assistance funds for the Department's Solid Waste Program, for the
period July 1, 2005 through June 30, 2006.
2. Authorize the Health Services Director to accept the grant award and execute, on behalf of the
County, a subsequent Standard Agreement.
FISCAL IMPACT:
Approval of this application will result in$25,300 of funding for the Department's Solid Waste Program.
No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATIO
The California Integrated Waste Management Board (CIWMB) is accepting applications for the Local
Enforcement Agency (LEA) Grant Program for Fiscal Year 2005-2006. Pursuant to Public Resources
Code Section 43230,this grant award will be used solely for the support of the solid waste facilities permit
and inspection programs. These funds will supplement the Local Enforcement Agency(LEA) existing
budget for equipment,training, supplies,personnel, and technical-support.
In order to meet the deadline for submission,the application has been forwarded to the State,but subject to
Board approval. Four certified and sealed copies of the Board Order authorizing submission of the
application should be returned to the Contracts and Grants Unit.

Approve and authorize the Health Services Director or his designee(Kenneth Stuart) to execute on behalf of
the County, Grant Agreement#28-732 (04-0766)with the State Department of Food and Agriculture, to pay
County in an amount not to exceed$7,500, for the Food Waste Disposal Survey, for the period from January
15,2005 through May 1, 2005.
FISCAL IMPAC :
This Standard Agreement funded by the State Department of Food and Agriculture will result in an amount
not to exceed$7,500 for the Food Waste Disposal Survey. No County funds are required.

Under this Agreement, a Food Waste Disposal Survey will be conducted in Contra Costa County which
willprovide additional information related to highly infectious diseases. The survey will cover a broad
range of vendors and establishments which process and sell meat and poultry products at retail facilities.
The goal of this Project is to detect and response to an outbreak of highly infectious foot and mouth
disease efficiently by furthering the ability to meet surveillance standards within the rural-urban interface.
Approval of Grant Agreement #28-732 will allow the County to conduct a one (1) hour training course,
distribute a food waste disposal survey and provide guidelines for vendors/establishments to prevent highly
infectious diseases,through May 1,2005.
Three certified copies of the Board Order should be returned to the Contracts and Grants Unit.

Bay Point Promotora Living Well With Diabetes Program. No County funds are required.
BACKGROUND/REASON(S)FOR RECOMMENDATION, :
The goal of the Bay Point Promotora Living Well With Diabetes Program is to improve health
outcomes for residents through Diabetes management education provided by community health
educations (Prornotoras). This Grant Award will provide diabetes health education session to 60
Central and East Contra Costa Spanish-speaking residents who have been diagnosed with disabilities
or who have family members with diabetes, training for six (6) Spanish-speaking promotoras on
diabetes management curriculum, and referral services for participants who need on-going medical
care.
Acceptance of Grant Award#28-308 will provide funding for the Bay Point Promotora Living Well
With Diabetes Program,through February 28, 2006.

STATEMENT OF NEED FOR RETROACTIVE APPROVAL
San Ramon Valley Unified School District(SRVUSD)received grant money for the Rainbow
Project,which specifies that an amount of grant money be used to train and supervise school staff
regarding intervention services for at-risk students at Vista Grande School. SRVUSD has entered
into an interagency agreement with Contra Costa Mental Health that agrees to a mental health
clinician spending 1.5 hours each week to supervise and drain paraprofessionals in delivering
services to seriously emotionally disturbed students.
BENEFIT OF CONTRA COSTA COUNTY:
Approval of this retroactive contract amendment will allow for SR.VUSD to deliver school-based
services to student at Vista Grande School.
AUTHORIZATION OF SERVICES:
These services were requested/authorized by the Children's Program Chief who is granted this
authority by the Mental Health Director,pursuant to the California Welfare and Institutions Code,
under the Bronzon-McCorquodale Act,W&I Section 5608.
