SUBJECT: Position Adjustment Resolution #19855
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION : Adopt Position Adjustment Resolution # 19855 canceling one vacant Senior
Clerk — Project position and adding one Clerk —Senior Level position in the Health Services
Department.
FISCAL IMPACT: There is no cost associated with this action as it is fully offset through the
cancellation of the Senior Clerk— Project position.
BACKGROUND: The Senior Clerk— Project position is vacant and is no longer needed. The Clerk—
Senior Level position will be assigned to the Care Management Unit of the Mental Health Division
and is needed to address increased workload. The unit recently assumed responsibility for the
Mental Health Access Line which serves all Contra Costa County residents seeking mental health
services from the County and community providers. In addition to standard clerical duties, this
position will be responsible for answering four incoming Access lines and routing callers as
appropriate. A Clerk— Senior Level position is requested as many of the people calling are in crises.
The incumbent must possess good judgment and have advanced knowledge of a complex mental
health system so they may respond appropriately to each client's needs. Staff has studied the duties
to be performed and determined that Clerk— Senior Level is the appropriate classification.
RESULT OF NEGATIVE ACTION: If this position is not added, Health Services will not have
adequate staff coverage for the Mental Health Access Lines. As a result, patient care will be
compromised.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution Number 19829, canceling one (1) Senior Financial Counsel-
Exempt (2ED3) position #6645 and adding one (1) Deputy County Counsel -Basic (2ETH) position.
FISCAL IMPACT:
This action will result in an annual cost savings of $67,400. There will be no County General Fund
monies used.
BACKGROUND:
The Senior Financial Counsel-Exempt position expired on December 31, 2004 based on Resolution
No. 99/155. Before the establishment of this position, the incumbent was classified as a Deputy
County Counsel-Deep Class.
CONSEQUENCE OF NEGATIVE ACTION:
The consequence of negative action will result in the inability of the Department to staff this complex
area.
