CONTRA FROM: Lori Gentles, Interim Director of Human Resources o COSTA DATE: March 15, 2005 COUNTY SUBJECT: Position Adjustment Resolution #19839 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION Adopt Position Adjustment Resolution # 19839 adding one Mental Health Program Manager position. FISCAL IMPACT: The cost associated with this action is approximately$135,630 annually and will be offset by the cancellation of a Mental Health Program Supervisor position as well as through Mental Health Realignment Funds. BACKGROUND: This position will be responsible for planning, organizing and managing mental health services for the Care Management Unit of the Mental Health Division. The Care Management Unit is the gateway for services and treatment for all clients requesting mental health treatment in Contra Costa County. The unit receives all requests for services, conducts mental health screenings to determine medical necessity for services, authorizes services, and refers clients to appropriate providers. The unit, which consists of seven licensed clinicians and eight clerical staff, is currently being managed by a Mental Health Program Supervisor. However, because the unit has grown in size and complexity since its establishment in 1998, the Mental Health Program Manager classification is more appropriate for the duties being performed. Health Services anticipates that the Mental Health Program Supervisor position will become vacant in March 2005 due to the incumbent's retirement. When this occurs, the Supervisor position will be cancelled and will be replaced by the Mental Health Program Manager position. RESULT OF NEGATIVE ACTION: If this position is not approved, a Mental Health Program Supervisor will continue to manage the Care Management Unit of the Mental Health Division. However, due to the volume and complexity of services, the incumbent would be performing the duties of the higher level classification and would not be compensated appropriately.
