RECOMMENDATION
OPPOSE the preliminary allocation of Proposition 36 funds (Substance Abuse and Crime Prevention Act of
2000).
BACKGROUND/REASON[S)FOR RECOMMENDATION
The 2005 Contra Costa County State Legislative Platform includes the following policy position:
Support efforts to ensure that Contra Costa County receives its fair share of State allocations. . . .
The State Department of Alcohol and Dreg Programs recently released its preliminary allocation of FY 05-06
funds to counties under Prop 36 (Substance Abuse Treatment Trust Fund). Under the new formula, Contra
Costa County's allocation would be reduced from$2,838,359 to $411,279, an 85%reduction.
A reduction of this magnitude would wreck havoc on the County's alcohol and drug abuse programs, causing
massive service reductions and layoffs.

The Department of Alcohol and Drug Programs(ADP)has developed a • Ro-gulations

ADP encourages counties to develop their plans using the preliminary Au9-c-lauon of Counties
allocations based on the proposed excess funds regulations(Attachment A). (CSAC) -
ADP has received input from the SACPA Statewide Advisory Group,the County
Alcohol and Drug Program AdmInlstrators Association of California • Services To Native
(CADPAAC),and the Fiscal Work Group,which is advisory to ADP,in the Arinerlcans

Counties subject to recovery of excess funds,as well as counties eligible to
participate in the distribution of recovered excess funds,are noted on
Attachment A.The form for eligible counties to request funds is Included with
this letter(Attachment E)and due to ADP by April 30,2006.
SATTA Allocatlons
Also attached to this letter is the FY 2005-06 prellminary allocation of funds
under the Substance Abuse Treatment and Testing Accountability(SATTA)
program(Attachment D). Funds are allocated at the FY 2004-05 historical level
of$8.63 million.
Due Date
Lead agencies must submit a county plan to ADP by May 1 j 2005,as specified
by Section 9515,Chapter 2.5,Division 4,Title S,California Code of
Regulations.The plans must be approved by the county board of supervisors,
unless authority to approve the plan has been delegated.ADP must approve
the plan before funds will be distributed.
