SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
pay stipends to foster parents,birth parents, and/or youth,both foster and emancipated, in an
amount up to $15 per attendance at workshops, focus groups, and/or meetings that support the
development of the Family-to Family System of Care, not to exceed the total of$15,000 for all
stipends for the term of April 5, 2005 through March 4, 2006. (#21-032-0)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to pay stipends to
foster parents,birth parents, and/or youth,both foster and emancipated, in an amount up to $15 per attendance at
workshops, focus groups, and/or meetings that support the development of the Family-to-Family System of
Care,not to exceed the total of$15,000 for all stipends for the term of April 5, 2005 through March 4, 2006.

CHILDREN'S IMPACT STATEMENT:
The contract supports all five of Contra Costa County's community outcomes: (1) "Children Ready for and
Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3)"Families
that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and(5)"Communities
that are Safe and Provide a High Quality of Life for Children and Families",by encouraging those impacted by
the Family-to-Family System of Care program to participate in trainings and focus groups.
BACKGROITNn:
The central tenet of the Family-to-Family System of Care program is soliciting and using the knowledge of
individuals and families impacted by the program in program development. Consequently, the opinions of
foster parents,birth parents, foster youth and emancipated foster youth are expressed in workshops, focus
groups, and meetings designed to successful maximize services in the development of the Family-to-Family
System of Care program. EHSD convenes meetings, workshops, and focus groups to provide a forum and
encourage involvement.
EHSD requests authorization to provide a stipend, of up to $15 per session, to be paid through this board order
and submitted on a County Form D-15 Demand to cover participants' mileage and expenses associated with
meetings, workshops and/or focus groups attendance.
