RECOMMENDATIONS
APPROVE AND AUTHORIZE the Redevelopment Director to execute a contract with the
Community Housing Development Corporation of North Richmond in an amount not to exceed
$700,000 to continue the Youthbuild P rogram i n N orth R ichmond f or a two (2) year p eriod
beginning, July 1, 2004 through June 30, 2006.
FISCAL IMPACT
No impact on the General Fund. The Department of Housing and Urban Development- is
providing $700,000. Under separate contracts funding is also being provided by other federal,
County Redevelopment Agency, County CDBG, and Housing Authority Funds.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In 2004, the Redevelopment Agency secured another federal grant from the Department of
Housing and Urban Development (HUD) in the amount of $700,000 to continue implementing
the N orth R ichmond Y outhbuild p roject. T he a gency i s e xtending i is collaboration w ith t he
County Housing Authority and the Community Housing Development Corporation of North
Richmond (CHDC) to maintain the p rogram. T he p rogram i ncludes a v ariety o f e duration,
service, housing, and economic development partners working with participants. The
Youthbuild Program will help alleviate several issues and needs in the North Richmond
Community.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Youthbuild project provides comprehensive training and supportive services to eligible at
risk youth and young adults, ages 16-24 from North Richmond, with a special emphasis on
obtaining high school diplomas, and/or GED's. The program also provides youth offenders
and parolees with an opportunity to learn vocational training and apprenticeship skills.
Youthbuild participants will receive both educational and vocational training.
Youthbuild will be required to maintain a full time Program Director and associated part time
staff, including among others: project manager, construction manager, case manager, job
developer, accountant, etc..
The Housing Authority initially provided three (3) scattered sites within North Richmond as a
training ground location and is in the process of donating two (2) additional sites pending final
HUD approval. These units are being rehabilitated and later will be sold to first-time
homebuyers as affordable housing units. The first youthbuild home was sold and closed
escrow in February 2005. CDBG funds will be used for the housing component, architecture,
rehabilitation, and silent second mortgage assistance.
CHDC will continue its role as the implementing agency, with the Redevelopment Agency
serving as fiscal agent. CHDC will ensure that all necessary federal, and local funding
reporting information is compiled and submitted to the appropriate governmental agencies.
CHDC will utilize HUD Youthbuild funds to compensate program staff, facility, utilities,
furniture, equipment, supplies, and other required program expenditures. CHDC will also
utilize Youthbuild administrative funds to carry out the implementing agencies role. As fiscal
agent, the Redevelopment Agency will continue to serve as the recipient of the HUD funds and
this contract will provide reimbursements to CHDC for applicable Youthbuild program
expenses.
To date, 41 students have completed the program, 30 earned high school diplomas, (7 had
diplomas at entry), 11 placed in construction industry jobs, 3 otherwise employed, 2 entered
college, 5 entered various apprenticeship programs with 9 more pending. Two of the
graduates are enrolled in the Medical Assistance program at Contra Costa College and one in
the AAA program. One participant was placed with the Tech Street Computer Apprenticeship
program.
