BOARD OF SUPERVISORS Contra • GENERAL SERVICES DEPARTMENT o� #�;��� -v_: Costa FROM. _r yti DATE: Aril 25, 2005 °s'A'�-U " p o County COP/W SUBJECT: REQUEST TO PURCHASE A REPLACEMENT VEHICLE FOR THE GENERAL SERVICES DEPARTMENT SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Purchasing Agent, or designee, to purchase a replacement vehicle for the Fleet Services Division of the General Services Department. FISCAL IMPACT: The General Services Department is purchasing one replacement vehicle for approximately $28,285, which will be funded from accumulated depreciation ($9,103), fleet replacement funds ($14,023) and funds transferred from Employment and Human Services Department ($5,159). BACKGROUND: The General Services Department is replacing a damaged vehicle (#0468) with a Ford Escape hybrid SUV. The vehicle was assigned to the Fleet Pool, where vehicles are available for hourly or daily rental by County departments. The vehicle was checked out to EHSD when it was damaged in an accident, and it is not cost effective to repair. The vehicle was not on the Board-approved Master List for Vehicle Replacement in FY 2004-05. In accordance with Administrative Bulletin No. 508 "County Vehicle and Equipment Acquisition and Replacement Policy," approval is requested for the purchase of the replacement vehicle. Based on a review of the need for the new vehicle and in consideration of alternative fueled vehicles, the Fleet Manager recommends approval of this request. The selection of a hybrid SUV for the replacement vehicle can be justified by the need to have an adequate mix of vehicles in the fleet pool to accommodate those departments who require an SUV, particularly when their vehicles are in service. A hybrid SUV in the fleet pool will also assist in marketing the hybrid vehicle to department staff who may not be familiar with the advantages of the hybrid vehicle. The Ford Escape Hybrid is estimated to achieve 36 mpg (city) and 31 mpg (highway). The Fleet Manager is able to procure the Ford Escape at a price and delivery date that is more attractive than the Toyota Prius at this time. The CAO staff has reviewed this request and justification and recommends Board approval.
