Approve and authorize the Health Services Director, or his designee (Jeff Smith, MD), to execute on behalf of the County, Contract Amendment Agreement #26-458-4 with Access Nurses, a Corporation, effective April 1, 2005, to amend Contract #26-458-3, to allow the Contractor to provide additional temporary nursing coverage services, to include Per Diem nurses for Contra Costa Regional Medical Center and Health Center, with no change to the original payment limit of$750,000 and no change in the original term of the Contract from September 1,2004 through August 31,2005. FISCAL IMPAC This contract is included in the Health Services Department Enterprise I budget. REASONS FOR RECOMMENDATIONSIRACKGROIND: For several years the County has contracted with registries to provide temporary medical professionals to assist Contra Costa Regional Medical Center and Contra Costa Health Centers during peak loads, temporary absences, and emergency situations. There is a nationwide nursing and healthcare staff shortage,and in spite of persistent efforts to recruit nurses and other healthcare staff,the Department has experienced great difficulty in filling any vacant positions. Therefore, the Department has had to rely heavily on the registry services in order to provide quality-nursing care for patients. On September 14, 2004, the Board of Supervisors approved Contract#26-458-3 with Access Nurses to provide temporary nursing services, as requested by the Department, for the period from September 1, 2004 through August 31, 2005. Due to an increase in temporary absences and a shortage of nurses, County has requested and Contractor has agreed to provide an additional level of temporary nursing services to include per them nurses to staff critical areas at Contra Costa Regional Medical Center. Approval of Contract Amendment Agreement #26-458-4 will allow the Contractor to provide additional temporary nursing coverage services through August 31,2005.
