SUBJECT: Approval of Standard Agreement(Amendment) #29-7 7 2-12 and Standard Agreement#29.7 7 2.13 with
the State Department of Health Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONOviENDED ACTION*-
Approve and authorize the Health Services Director, or his designee (Richard Harrison), to execute on behalf of the
County as follows:
1. Standard Agreement(Amendment) #29-772-12 (State #96-26103,A-14)with the State Department of Health
Services (DOHS), effective March 31, 2004, to increase the Payment Limit by$61,758,245 to a new total Payment
Limit of$48 1,108,196 and to extend the term of the agreement from March 31, 2004 through March 31, 2005; and
2. Standard Agreement#29-772-13 (State #04-36067)with the State Department of Health Services (DOHS), to pay
County in an amount not to exceed$255,180,000, for the Medi-Cal Local Initiative, or the period from April 1,
2005 through December 31, 2008.
FISCALIMPACT:
Standard Agreement(Amendment)will provide an additional$61,758,245 in funding for the Medi.-Cal Local
Initiative, for FY 2004/05. Standard Agreement#29-772-12 will provide $255,180,000 in funding for the Medi-Cal
Local Initiative, for the period from April 1, 2005 through December 31, 2008. No County funds required.
BACKGROUND REASON(S) FOR RECOMMENDATION(S),.
On November 19, 1996, the Board of Supervisors approved Standard Agreement#29-772 (as amended by
subsequent Amendments #29-7 7 2-1 through #29-7 7 2-11)with the State of California for the Medi-Cal Local
Initiative Health Plan, for the period from October 1, 1996 through March 31, 2004.
Due to lengthy negotiations with the State, Standard Agreement (Amendment) #29.-772-12 for FY 2004/05 was not
processed in a timely manner. It was the intent of the parties to amend the Agreement to reflect a one.-year extension.
Approval of this Standard Agreement(Amendment)will allow the County to continue to receive reimbursement from
the State.
Approval of Standard Agreement#29-772-13 will allow Contra Costa Health Plan to continue to provide medical
services to qualified County recipients for the Medi-Cal Local Initiative, for the period from April 1, 2005 through
December 31, 2008.
Four certified/sealed copies of this Board Order should be returned to the Contracts and Grants Unit for
submission-to the State.
