Contra s;' ,'♦♦• FROM: John SweeteneveCosta County Administrator o; `. 4;s A DATE: April 26, 2005 % County 0 SUBJECT: Position Adjustments in Detention Medical SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RESOLUTION N0:2005/257 RECOMMENDATION(S): AMEND Resolution #2005/60 to 1) add four positions which were left off the original Phase 11 2004/2005 Budget Rebalancing Plan approved by the Board of Supervisors on August 10, 2004, resolution in error; and 2) eliminate changes to two positions that no longer require adjustments. FISCAL IMPACT: None. These position adjustments were accounted for in the Health Services Department's 2004/2005 Phase II Budget Reduction Rebalancing Plan. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): On August 17, 2004 the Board of Supervisors approved Position Adjustment Resolution #2004/435 which reduced the hours of twelve positions in the Department of Health Services Detention Medical program. These position reductions were requested as part of the 2004/2005 Phase II Budget Rebalancing Plan and were made possible due to the anticipated implementation of a robotic pharmaceutical distribution system to be implemented in the County jails. This resolution was subsequently amended by Resolution 2005/60 dated 1/25/2005 to change the effective date. The current amendment before you today corrects Attachment A to include positions that were erroneously left off of the original and amended attachments. It also deletes two positions previously approved. These two positions are being deleted because they have recently become vacant and the Department was able to make the adjustments to the hours without impacting employees. CONSEQUENCES OF NEGATIVE ACTION: Reduction of the hours for the impacted positions, prior to the implementation of the robotic pharmaceutical distribution system, will result in the inability to distribute the needed pharmaceuticals in the County jails. The Board has considered the financial impact on the Health Services Department due to reduced funding and has considered the position and staff reduction/retention plans submitted by the Department. 2. The Board has considered the impact of limited funding and the staffing necessary for the efficiency of County government operations and has considered the staff retention plans submitted by the Health Services Department for the Detention Medical Program. 3. This resolution supercedes and replaces Resolution 2005/435 and Amends the original Resolution No. 2005/60 approved by the Board of Supervisors on January 25, 2005. 4. In order to keep expenditures within available funding, it is necessary to reduce the hours of positions described in Attachment A on the dates indicated for reasons of economy, lack of funds or because the necessity for the position(s) involved no longer exists and to lay off employees accordingly. Said list is incorporated herein by reference, and the hours of said positions are hereby reduced effective on or before June 30, 2004. 5. The Health Services Department shall issue layoff or displacement notices, as the case may be, and give notice to the affected employees of the Board's action. 6. The Employee Relations Officer shall give notice of this Resolution to recognized employee organizations representing employees impacted by this action. 7. To the extent that the subjects of this Resolution are within the scope of representation pursuant to the Meyers-Milias-Brown Act (Government Code Section 3500 et seq.), this Board offers to meet with recognized employee organizations upon request concerning this Resolution. 8. Recognized employee organizations may submit to the Employee Relations Officer written requests to meet and confer on specific proposals with respect to the Resolution or resulting layoffs. This authorization and direction is given without prejudice to the Board's right to reduce or terminate the operations and services of the County and of Districts governed by this Board, and to eliminate classes of employees or positions as involving the merits, necessity, or organization of services or activities of the County or districts governed by the Board and not within the scope of representation. 9. This action is taken without prejudice to pending consulting, meeting, and meeting and conferring with recognized employee organizations.
