1 I I TO: BOARD OF SUPERVISORS _ CONTRA FROM: Lori Gentles, Interim Director of Human Resources COSTA April 26 2005 COUNTY DATE: p ''`- SUBJECT: P300 #19772 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution Number 19772 to RETITLE the classification of Deputy Director of Environmental Health to Assistant Director of Environmental Health Services. FISCAL IMPACT: There is no cost associated with this request as the position existed within the merit system and is within department budget. BACKGROUND: The Environmental Health Division is dedicated to protecting the public health, safety and environment for Contra Costa County residents and business. Originally, the Environmental Health and Hazardous Materials programs were run under the same division. In 1998 due to significant expansion in the hazardous materials programs the classification of Director of Environmental Health Hazardous Materials-Exempt was established to oversee all hazardous materials programs. Two separate directors now manage the Environmental Health and Hazardous Materials division. The Environmental Health Division Programs include Retail Food Protection, Consumer Protection, Land Use and Development, and Solid and Medical Waste Management. Through education, promotion, and implementation of environmental health principles and laws these programs are designed to protect the public from disease and disability. Recently, the Health Services Department has requested to recruit candidates to fill a vacant Deputy Director position in the Environmental Health Division. The department is beginning succession planning in anticipation of the retirement of the Director of Environmental Health Services. CONSEQUENCES OF NEGATIVE ACTION: Should the Deputy Director's position not be filled, the department will request to recruit for a Supervising Environmental Health Specialist. The additional supervisory position will not provide adequate coverage for managerial tasks when needed. c CONTINUED ON ATTACHMENT: _YES SIGN AT RE: -/AECOMMENDATION OF COUNTY ADMINISTRATOR RECOM EN 10 F BOARD COMMITTEE APPROVE OTHER SIGNATURES .
