RECOMMENDED ACTION:
1. SUPPORT the City of Antioch in its request for $140 million from the Federal Highway funding
reauthorization bill for the widening of State Route 4,a project that is of regional significance for goods and
people movement, and therefore of national significance.
CONTINUE to work with our Federal Delegation to advance the County's transportation priorities as
described in the Board's federal legislative platform for 20 funding for the od-Tracy

2. FISCAL IMPACT:
None to the General Fund. Seeking Federal funds for State Route R East.
3. REASONS FOR RECOMMENDATIONS AND BACKGROUND:
Our Congressional delegation has been successful in including earmarks for high priority transportation
projects in the six-year transportation authorization bill, H.R. 3, which is known as the "Transportation
Efficiency Act:A Legacy for Users"or TEALU. These earmarks include funds for the Board's top priority
project in its federal legislative platform,State Route 239/Brentwood-Tracy Expressway. H.R.3 was passed
by the House of Representatives on March 10,2005. The Senate has not yet passed its version of the bill.
An issue not yet addressed by H.R. 3 are the projects to be eligible for funding under the section of the bill
dedicated to "Projects of National and Regional Significance". This section is also referred to as"mega-
project funding". The cities of Antioch, Brentwood, Oakley and Pittsburg, Contra Costa County and the
Contra Costa Transportation Authority have been working in partnership to improve the State Route 4
Corridor and a large investment has been made and funding secured to complete the improvements to
Somersville Road. The City of Antioch is seeking$140 million in Federal funds from the"mega-project'
program that would allow completion of the improvements from Somersville Road to State Route 160
within the next four to six years. The following facts support this funding request.
o State Route 4 is a regionally significant highway that connects job centers in the Bay Area to
affordable housing in Antioch and eastern Contra Costa County.
o It is one of only four principal connections between the San Francisco Bay Area and the Central
Valley,and one of only two connections between Contra Costa County and the Central Valley.
o The California Department of Transportation consistently ranks State Route 4 as one of the most
congested highways in the Bay Area.
o The local community supports these improvements as evidenced by passage of a Y2 cent sales tax
for transportation in 1988 and 2004.
o East Contra Costa County has an aggressive developer fee program to ensure that new
development pays its fair share for transportation improvements.
o The Y2 cent sales tax and developer fees will provide a local match of$110 million dollars.
o The project will be environmentally cleared under both CEQA and NEPA in Spring 2005 and
ready to go to construction.
The Board of Supervisors and staff will continue to work with our Federal Delegation to advance the
County's transportation priorities in seeking funding for the Brentwood-Tracy Expressway (State Route
239),the Mococo Line"eBART'Rail Development Project,the North Richmond Circulation Projects and
the Carquinez Scenic Drive Bay Trail Segment.Support for`mega-proj ect'funding for State Route 4 East is
not in conflict with these adoptedpriorities,since it addresses a separate funding category that has not been

addressed by Congress. Furthermore, our other priorities do not satisfy the proposed criteria for mega-
project funding.
