Recently, Congressman Pombo requested that the navigation-related funding requests be included in a Resolution-style format. 2 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA PASSED by the following vote of the Board of Supervisors on this 26 day of April 2005 AYES: Gioia,Piepho.,DeSaulnier,Glover and Uilkerna NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 2005/246 Subject: Federal Funding for Ship Channel Maintenance and Navigation Projects WHEREAS,sections of the San Francisco to Stockton Ship Channel are located in Contra Costa County and vicinity; WHEREAS, Contra Costa County acts as Local Sponsor in concert with the U.S. Army Corps of Engineers for maintenance of the Pinole Shoal and Suisun Bay Channel/New York Slough Channel sections; WHEREAS, Contra Costa County shares local sponsorship with the Port of Stockton on theproposed San Francisco-Stockton (Baldwin and Stockton Channels) Deepening Project; WHEREAS, the San Francisco-Stockton Ship Channel serves as a major vessel traffic arterial benefiting numerous industries within the County, industries in the larger area and the Ports of Stockton and Sacramento; WHEREAS,there are significant negative economic consequences to industry operational efficiency when the channels are not dredged to authorized depths; WHEREAS, the San Francisco-Stockton Ship Channel serves five major oil refineries in this area; WHEREAS, there are serious negative economic consequences to the nation when inadequate channel depth restricts oil tanker access and consequently refining operations on the west coast; WHEREAS, keeping a channel at authorized depth has important safety considerations such as decreased risk of vessel groundings and subsequent oil (or other product) spills-, WHEREAS, dredged materials are reused when possible for the public benefit, in levee rehabilitation and wetlands creation projects; WHEREAS, Contra Costa County advocates for federal funding to keep these channels maintained to authorized depths, requesting $5.132 million for Suisun Bay Channel maintenance, $3.32 million for Pinole Shoal maintenance, $1.3 million for SF-Stockton Deepening Project, and $1 million for Delta LTMS (Pinole Shoal CA Management) for federal fiscal year 2006; THEREFORE, BE IT RESOLVED, that the Contra Costa County Board of Supervisors supports funding for continued annual channel maintenance, potential deepening and consideration of beneficial reuse in the Delta.
