SUBJECT: MUTUALLY AGREEABLE URBAN LIMIT LINE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
CONSIDER comments from members of the Board of Supervisors on the Urban Limit Line Task
Force Summit held on March 31, 2005, and DETERMINE action to be taken.

BACKGROUND 1 REASONS FOR RECOMMENDATION
On March 31, 2005, the Board of Supervisors and the sub-regional Urban Limit Line (ULL) Task
Forces met for a second summit on the development of a mutually agreeable ULL. While there was
no resolution on the key issue of establishing a mutually agreeable ULL that would be presented to the
voters for the November 2000 General Election, the following actions were taken by the assembled
task forces:
1. Plan C, Plan C with Worth Amendments, and the East/Central ULL Task Forces' Proposal are
to be forwarded to each jurisdiction for review and comment.
2. OCTA should consider how the EIR for the mutually agreeable ULL will be funded and other
issues related to the environmental review process.
3. Continue discussions among the interested parties for the next 30 days and schedule a third
summit meeting toward the end of April.
Attached for Board members consideration are the handout materials from the second summit held on
March 31St , and a sample copy from the 903 postcards delivered to the Board of Supervisors at the
March 31 St summit, by David Reid, Greenbelt Alliance, urging Board members to hold the Urban Limit
Line. Also attached is a letter from the Community Development Director to Robert McCleary,
Executive Director, OCTA, in response to the April 5, 2005 OCTA Planning Committee agenda
discussion on alternative management structures for the EIR process.

ADDENDUM TO ITEM D.2
April 19, 2005
On this day,the Board of Supervisors considered comments from members of the Board of Supervisors
on the Urban Limit Line(ULL)Task Force Summit held on March 31, 2005.
Dennis Barry,Community Development Director,noted that staff had no additional comments to present
on this item,which had also been on the agenda at the Board's April 12,2005 meeting.
The public was invited to address the Board, and the following persons provided testimony:
Jay Lutz, Walnut Creek resident;
Robert Hoffman,Libertarian Party of Contra Costa;
Ron Brown, Save Mount Diablo.
Chair Uilkema reiterated that last week,the Board expressed unanimous support of bullet point numbers
19 25 4,and 6 of the document called"Plan C with Worth Amendments." She then commented on the
figures that had been provided for entitlements in East County,and noted that she would still like to see
two more entitlement figures: for the community of Oakley and for Contra Costa County, and she
requested those figures be provided to all the Supervisors prior to the April 26,2005 Urban Limit Line
meeting.
Chair Uilkema requested that this item be placed on the agenda for discussion again next week, at the
April 26,2005 meeting, at which time Supervisors Glover and Piepho could present the outcomes of
meetings scheduled in East County to discuss the Urban Limit Line.
Supervisor Glover commented that it is important to continue to talk about the transportation
infrastructure, and noted that with fatalities occurring on the highways in East County,transportation
infrastructure must be a priority.
Supervisor DeSaulnier noted that he would like to have some understating of the legal criteria of the
Urban Limit Line Task Force before going into the meeting on April 26, in order to know what actions
and they are entitle to take and what recommendations they are entitled to make.
By unanimous approval,the Board of Supervisors:
