Employment and Human Services (EHSD)received security guard services through an interdepartmental
agreement with the Health Services Department(HSD). That interdepartmental agreement terminated, as HSD
is no longer using contracted security personnel services at HSD locations. EHSD conducted the competitive
open bid process, Request for Interest(RFI)#245,with a contract to be awarded to Guardian Security Agency.

Upon request of EHSD, Guardian Security Agency will provide employees to perform temporary and
unanticipated security guard related services to safeguard equipment and property,prepare reports, conduct
visual checks of areas in and around EHSD suites,monitor, and respond at the request of staff to unauthorized
visitors to insure the safety of visitors and employees at various EHSD sites.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE an

FINANCIAI. IMPACT:

]BACKGROUND:
Employment and Human Services (EHSD) received security guard services from the Guardian Security Agency
through an interdepartmental agreement with the Health Services Department (HSD). The contract and
interdepartmental agreement have terminated, as HSD is no longer using contracted security personnel at HSD
locations. Guardian Security Agency continued to provide services to EHSD locations under a contract with the
Department. The rates established under the HSD interdepartmental agreement and contract remain in place.
The increase in total contract payment limit is requested for temporary services at additional locations and
unanticipated guard overtime required at EHSD locations. During this period of coverage, EHSD will complete
the competitive bid process for EHSD site location security guard services and terminate the current contract as
of April 30, 2005.

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a

FINANCIAL,IMPACT:
No County Costs. The contract amount$25,000 and the amended increase $2,253; 100%Federal Older
American's Act funds.
CHILDREN'S IMPACT STATEMENT:
This amendment will affect services to County residents aged 60 and older.
BACKGROITND:
Rehabilitation Services of Northern California(RSNC)provides quality personal care for dependent County
residents aged 60 and older. The Department is allowed to rollover prior year Federal Older American's Act
funding into this fiscal year—known as One-Time-Only(OTO) funding. OTO funding cannot be used for
current activities and, thus,may be used for such expenses as facility improvements and capital equipment that
support program activities. The original contract with RSNC was to fund replacement of aged flooring at the
Mount Diablo Center for Adult Day Care. Authorization of this amendment will allow the Department to fund
Rehabilitation Services of Northern California to make purchase computer software, fax and copier equipment
to directly support program activities at the Center.

RECOMMENDATION
APPROVE and AUTHORIZE the County Administrator or designee to execute on
behalf of the Community Services Department a contract with Ms. Rhea Cairlind
# 38-823-2 in the amount of $28,000 for the period from April 1, 2005 to July 31,
2005 for accounting services.
FINANCIAL IMPACT:
This contract is funded through the State Department of Education, and is
included in the Community Services Department FY 2004-05 Budget. There is no
net County cost to this contract.
CHILDREN'S IMPACT STATEMENT:
Community Services Department Head Start Program supports two Contra Costa
County community outcomes: "Children Ready for and Succeeding in School"

and "Families that are Safe, Stable and Nurturing." These outcomes are achieved
by g offerin comprehensive services, including high quality early childhood
education, nutrition, health, and social services, along with a strong parent
involvement focus, to low-income children throughout Contra Costa County. The
overall goal of the program is to bring about a greater degree of social
competence in preschool children from low-income families.
BACKGROUND:
Ms. Cairlind provides specialized accounting support for CSR's multiple State
Child Development contracts. This contract addresses the Department's need for
experienced and trained staff with specialized institutional knowledge during the

fiscal year end and until CSD can assign a permanent employee to this position.

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The Interagency Agreement is needed to assist the Public Works Department staff with implementation of the
Central Valley Regional Water Quality Control Board requirements for the Contra Costa Clean Water Program
Municipal National Pollutant Discharge Elimination System Permit for the unincorporated Bethel Island area.
This Interagency Agreement is exempt from the Small Business Enterprise and Outreach program requirements as
an agreement with a public agency.
CONSEOUENCES OF NEGATIVE ACTION:
If the Interagency Agreement is not approved, the County will not be in compliance with the Central Valley
Regional Water Quality Control Board requirements for the Contra Costa Clean Water Program Municipal National
Pollutant Discharge Elimination System permit for the unincorporated Bethel Island area.
