RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or designee, to apply to the State of California for a grant on behalf of the County, and AUTHORIZE the Chairman of the Board of Supervisors to sign the Agreement for Financial Assistance Program on behalf of the County. AUTHORIZE the Sheriff, or designee, to sign a contract on behalf of the County to accept funding in an amount not to exceed $379,713, for the period of July 1, 2005 though June 30, 2006. These funds will be used to support Marine Patrol services in the County. II. FINANCIAL IMPACT: NONE. The Office of the Sheriff receives similar funding on an annual basis from the Department of Boating and Waterways that is built into the baseline budget. III. BACKGROUND: The State of California Department of Boating and Waterways has provided funding to maintain the service level of the Marine Patrol Unit on the Delta Waterways. The funding provides the the ability for more vigilant enforcement of boating regulations and in the identification of derelict boats and navigational hazards for removal. IV. CONSEQUENCE OF NEGATIVE ACTION: Failure to secure state funding will result in either a reduction in Marine Patrol services or an increase in County costs to maintain existing service levels. RECOMMENDATION: AUTHORIZE the Sheriff, or designee, to submit an application to the United States Department of Justice Bureau of Justice Assistance for reimbursement under the State Criminal Alien Assistance Program (SCAAP) for incarceration of criminal aliens during fiscaly ear 2003-2004, and AUTHORIZE the Sheriff to accept the grant award. il. FINANCIAL IMPACT: NONE. This funding is budgeted. III. BACKGROUND: SCRAP began reimbursing local jurisdictions for the partial cost of incarcerating criminal aliens in fiscal year 1995-1996. Funding has been approved to continue the Program again for fiscaly ear 2003-2004. The amount of funding available to the County is dependent upon the total appropriation nationwide, and on the number of days of inmate services provided to criminal aliens who meet eligibility criteria. The proceeds from this event will be used to purchase children's materials. FINANCIAL IMPACT No matching funds are required. BACKGROUND The $1,000 grant from Target Stores will be used to offset the cost of the Contra Costa County Library 5K Fun Run/Walk. By defraying costs of the event, more proceeds will be available to purchase children's materials. This second annual event will be held on July 24, 2005 beginning at Pleasant Oaks Park in Pleasant Hill. The first annual Library 5K Fun Run/Walk in 2004 raised $15,000 for children's materials Countywide. CONTRA COSTA CHILDREN'S IMPACT STATEMENT The new materials will encourage children and their families to visit the library more often to check out the new library materials and use the library's services. Studies have shown that reading to children at an early age increases reading proficiency and improves performance at school. A larger supply of current and high-demand children's materials will ensure that the needs of the children in the community will be better met and will enhance the quality of life in the community for children and families. FISCAL IMPACT: Approval of this Agreement Amendment by the State Department of Rehabilitation will provide an additional$827,788 of funding for fiscal year 2005/06. No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): On September 9, 2003, the Board of Supervisors approved Standard Agreement #24-760-11 (as amended by. Standard Agreement Amendments #24-760-12 and #24-760-13) with the State Department of Rehabilitation, for the period from July 1, 2003 through June 30, 2006, for vocational rehabilitation services for the psychiatrically disabled. Approval of Standard Agreement Amendment #24-760-14 will allow County's Vocational Services Program to provide additional services to clients participating in comprehensive rehabilitation plans that provide job skills development, career counseling, coaching in job application skills, job development and placement, and follow-up services through June 30, 2006. Five certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State Department of Rehabilitation. The State requires that all five copies have original signatures attesting to Board approval.
