RECOMMENDED ACTIONS:
APPROVE and AUTHORIZE the Community Services Director or designee to CANCEL forty-six
FACS Family Advocate-Project positions effective June 1, 2005, ELIMINATE the classification of
FACS Family Advocate-Project, and ADOPT Position Adjustment Resolution No. 19872 to add four
FACS Assistant Family Advocacy Manager-Project, one FACS Family Advocacy Manager-Project
and eight FACS Intermediate Clerk-Project positions.
FISCAL IMPACT:
Implementation of the recommendations contained herein will reduce anticipated annual
expenditures by approximately $1.1 million, maintain Departmental expenditures within their State
and federal funding levels.
BACKGROUND:
Anticipated compensation cost growth in the Community Services Department (CSD) will exceed
anticipated State and federal revenue by approximately $1.1 million. The establishment of
positions specified in Attachment A (Position Resolution Number 19872), and the positions
abolished as specified in Attachment B (Resolution Number 2005/209), incorporated herein, will
allow CSD to reconfigure the staffing pattern in its child care classrooms to reflect the changing
program needs of the Department while at the same time maintaining expenditures within
anticipated revenue. Of the existing forty-six positions, thirty-four were previously funded. Of the
thirty-four previously funded positions, thirty-three are currently filled and one is vacant. Projected
cost-savings from the proposed change in staffing pattern realignment totaling approximately $1.1
million, will allow CSD to continue to operate its classrooms in a fiscally respo sible anner, while
ensuring maximum continuity of services to low-income f ' ' ies.

SUBJECT: Laying Off Employees, Abolishing Positions, and Eliminating Classification in
Community Services Department
WHEREAS, the Board has considered the financial impact on the County's Community Services
Department of reduced funding and increased funding requirements, and has considered the position
and staff reduction/retention plans submitted by the Department;
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS, in its capacity as governing Board of the
County and all of its dependent districts RESOLVES THAT:
1. In order to keep expenditures within available funding, it is necessary to abolish the positions
described in the lists attached hereto, and to lay off employees accordingly. Said list is incorporated
herein by reference, and said positions are hereby abolished effective on the dates indicated thereon.
2. The Community Services Department shall issue layoff or displacement notices, as the case may be,
and give notice to the affected employees of the Board's action.
3. The Employee Relations Officer shall give notice of this Resolution to recognized employee
organizations representing employees impacted by this action.
4. To the extent that the subjects of this Resolution are within the scope of representation pursuant to
the Meyers-Milias-Brown Act (Government Code Section 3500 et seq.), this Board offers to meet with
recognized employee organizations upon request concerning this Resolution.
5. Recognized employee organizations may submit to the Employee Relations Officer written requests
to meet and confer on specific proposals with respect to the Resolution or resulting layoffs. This
authorization and direction is given without prejudice to the Board's right to reduce or terminate the
operations and services of the County and of Districts governed by this Board, and to eliminate
classes of employees or positions as involving the merits, necessity, or organization of services or
activities of the County or districts governed by the Board and not within the scope of representation.
6. This action is taken without prejudice to pending consulting, meeting, and meeting and conferring
with recognized employee organizations.

ADDENDUM TO ITEM SD.5
April 12, 2005
On this day,the Board of Supervisors CONSIDERED adopting Resolution No. 2005/209 to cancel 46
FACS Family Advocate-Project positions and abolish the class; and Position Adjustment Resolution No.
19872 to add four FACS Assistant Family Advocacy Manager-Project positions, one FACS Family
Advocacy Manager-Project position and eight FACS Intermediate Clerk-Project positions in the
Community Services Department.
Dr. Pat Stroh, Director, Community Services Department presented the staff report and summary of
proposed actions. Dr. Stroh noted her recommendations would allow Community Services Department to
operate its classrooms in a fiscally responsible manner with a cost savings of approximately$1.1 million.
Supervisor Piepho requested information on identifying direct impact on families and children currently
being provided services through the Family FACP.
Dr. Stroh responded that the new model is better, as it is structured to serve Head Start families who are
now working, in school or training(80%). She noted they have a comprehensive services plan, with teams
throughout the county that will have a Health Manager, Mental Health Manager,Disabilities Manager,
Education Manager, and now a Family Services Manager to recruit and enroll families, and find the
resources for them.
Supervisor Piepho requested information on the savings estimated to the counties general fund from this
transition.
Dr. Stroh responded that the current budget for Family Advocates is$1.9 million; the new model is$1
million, and with other cuts the Department can address the entire shortfall.
Supervisor Gioia noted that General Fund money would be used if this transition does not take place.
Dorothy Sansoe, Senior Deputy,Health and Welfare,noted if positions are not cut the General Fund will
have to cover$1.1 million of the anticipated costs.
Supervisor Glover proposed assessing current employees to afford them an opportunity for placement in
the jobs for which they are qualified.
Dr. Stroh assured the Board they will interview internally until all the positions have been filled, or until
there are no more qualified applicants internally Dr. Stroh further noted they are looking at other
opportunities and additional ways to bridge the gap into other departments or into the community.
The Chair invited the public to comment. The following person presented testimony:

Supervisor Glover requested the County Administrator elaborate on the layoff date.
At the request of Mr. John Sweeten, County Administrator,Ms. April Ramsey, Labor Relations Manager
responded that June 1,2005 would be the layoff date. She said that during her meetings with Local One
June 1 was the date arrived at as a compromise from the date of April 29,which had been previously
proposed. This gives the employees more time to take advantage of resources in the displacement as well
as an extension of a month's health benefits. She noted June 30 is not the best option, as Community
Services Department indicated they need time to prepare for recruitment before July 1, 2005.
Supervisor Gioia requested the County Administrator respond to the difference in savings for fund balance
between June 1 and June 30.
John Sweeten responded he is unable to address this matter right now.
Supervisor Glover noted he is comfortable with the layoff date considering that there has been a
compromise in terms of timing. With this he made a motion to accept the following recommendation:
APPROVE and AUTHORIZE the Community Services Director, or designee to CANCEL forty-six
FACS Family Advocate-Project positions effective June 1, 2005; ELIMINATE the classification of FACS
Family Advocate-Project, and ADOPT Position Adjustment Resolution No: 19872 to add four FACS
Assistant Family Advocacy Manager-Project, one FACS Advocacy Manager-Project and eight FACS
Intermediate Clerk-Project positions.
The motion was seconded by Supervisor Gioia and approved 5-0.
