Barry, AICP Community Development Director 70 DATE: April 12, 2005 SUBJECT: Pleasant Hill BART Station Area Redevelopment Plan Amendment SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS As the Board of Supervisors: • ADOPT Resolution authorizing a joint public hearing with the Contra Costa County Redevelopment Agency to consider adoption of a proposed Fourth Amendment to the Redevelopment Plan for the Pleasant Hill BART Station Area Redevelopment Project; and • ADOPT Resolution Electing Statutory Pass-Through of Redevelopment Agency Tax Increment to the County As the Governing Board of the Redevelopment Agency: • ADOPT Resolution authorizing a joint public hearing with the Contra Costa County Board of Supervisors to consider adoption of a proposed Fourth Amendment to the Redevelopment Plan for the Pleasant Hill BART Station Area Redevelopment Project; and FISCAL IMPACT The proposed amendment to raise the cap on tax increment that may be received will trigger AB 1290 tax increment pass-through requirements once the current limit of$125 million is reached. All taxing agencies, including the County and County controlled agencies would begin receiving pass through payment at that time, which is estimated to occur in 2015 or later. The recommended action is to simply establish the hearing date. PH BART Station Area Redev Amend-4.12.05.doc BACKGROUND/REASONS FOR RECOMMENDATIONS On July 22, 2003, the Board of Supervisors and the Governing Board of the Contra Costa County Redevelopment Agency authorized proceeding with a Fourth Amendment to the Pleasant Hill BART Station Area Redevelopment Plan. The Plan Amendment is needed to • Raise the limit on the amount of bonds secured by a pledge of tax increment that may be outstanding at one time; and • Increase the limit on the total amount of tax increment that the Agency may receive over the term of the plan. These amendments, when approved, will permit the Redevelopment Agency to complete the redevelopment program at Pleasant Hill BART, including the Transit Village Project on the BART property. The business plan will,when fully approved and documented, permit the County General Fund to receive $300-400 million in ground lease revenues from the Transit Village Project. SUBJECT: A Resolution of the Board of Supervisors of Contra Costa County Authorizing a Joint Public Hearing of the Board of Supervisors and Redevelopment Agency of the County of Contra Costa to Consider Adoption of the Proposed Fourth Amendment to the Redevelopment Plan for the Pleasant Hill BART Station Area Redevelopment Project. The Contra Costa County Board of Supervisors RESOLVES THAT: The Board of Supervisors of the County of Contra Costa(the"Board")has been informed by the Redevelopment Agency of the County of Contra Costa(the"Agency")that the Fourth Amendment to the Redevelopment Plan for the Pleasant Hill BART Station Area Redevelopment Project(the "Plan Amendment") and a Report on the Plan Amendment(the"Report")have been prepared; and The Agency has submitted copies of the Plan Amendment and Report to this Board for its review; and There is a need for a joint public hearing with the Agency to consider the Plan Amendment and Report, and to have interested groups and citizens be heard on the Plan Amendment and Report. NOW,THEREFORE,BE IT RESOLVED that the Board hereby approves the convening of a joint public hearing with the Agency on Tuesday,May 24,2005, at 11:00 a.m., at the Board Chambers, 651 Pine Street,Room 107,Martinez,California for purposes of considering the Plan Amendment and Report. BE IT FURTHER RESOLVED that the Clerk of the Board is hereby directed to publish, in cooperation with the Agency, the"Legal Notice-Joint Public Hearin" (the "Notice")which has been prepared by Agency staff, a copy of which is on file with the Agency Secretary and by this reference incorporated herein,not less than once a week for four successive weeks in the Contra Costa Times,newspapers of general circulation published and circulated in the County of Contra Costa. BE IT FURTHER RESOLVED that the Board hereby directs the Clerk of the Board to cooperate with the Agency in mailing a copy of the Notice to the last known assessee of each parcel of land in the Project Area, at the assessee's last known address as shown on the last equalized roll of County of Contra Costa. BE IT FURTHER RESOLVED that the Board hereby directs the Clerk of the Board to cooperate with the Agency in mailing a copy of the Notice to the occupants of each address in the Project Area. BE IT FURTHER RESOLVED that the Board hereby directs the Clerk of the Board to cooperate with the Agency in mailing a copy of the Notice to the governing body of each of the taxing agencies which levies taxes upon any property in the Project Area designated in the Plan Amendment.
