FISCAL IMPACT: This Contract is funded 100%by the State Long Term Care Integration Grant. No County Funds. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): In March, 2005, the County Administrator approved and the Purchasing Services Manager executed Contract #27-604 with Lynn Morris, for the period from January 1, 2005 through March 31, 2005, for provision of consultation and technical assistance with regard to the Long Term Care Integration (LTCI) Program including, but not limited to, developing a compressive long term system of services, developing deliverables required by the LTCI implementation grant and coordinating planning activities with other County Departments and State Agencies. Approval of Contract #27-604-1 will allow the Contractor to complete the deliverable requested by County and continue providing services,through June 30,2005. DATE: April 12, 2005 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: Contra Costa County entered into an agreement with Blankinship and Associates,Inc.,May 20,2002,to prepare an East Bay Regional Pesticide Monitoring Program for the Statewide National Pollutant Discharge Elimination System (NPDES) Permit for discharges of aquatic pesticide. The NPDES permit requires the development and implementation of a water quality monitoring plan. Applicants have the choice to partner with other agencies to develop regional monitoring plans. Contra Costa County Public Works Department joined forces with Alameda County Public Works Agency,City of Antioch,City of Concord,Zone 7-Alameda County Flood Control and Water District, and the Contra Costa County Flood Control and Water Conservation District to develop a regional monitoring program. The agencies are sharing the cost of the development and the execution of the regional water quality monitoring plan equally through the development of a JEPA.The agencies decided to utilize the services of Blankinship and Associates for a two-year period. The amendment to the Consultant Services Agreement in the amount of$222,000 is required to fund continuing services for monitoring,testing,and report writing in support of the East Bay Regional Pesticide Monitoring Program through April 1, 2007. CONSEQUENCES OF NEGATIVE ACTION: If the contract amendment is not approved with Blankinship and Associates, Inc., the County Public Works Department and the County Flood Control and Water Conservation District will not be in compliance with the General NPDES permit for Discharge of Aquatic Pesticides in Waters of the United States.
