SUBJECT: Request for Authorization to Apply for and Accept Funding from the California State
Library LSTA FY 2005-2006 Grant Funds for "Building Information Literacy for
Academic Success: A Collaborative Approach"
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize the Contra Costa County Librarian to apply for and accept Federal Library Services Technology Act
(LSTA) funding in the amount of $20,202 for the period of July 1, 2005 through June 30, 2005 from the
California State Library to implement the "Building Information Literacy for Academic success: A
Collaborative Approach"program.
FINANCIAL IMPACT
The County Library has budgeted in-kind funds for this project totaling $20,399.
BACKGROUND
In response to community demand for age-appropriate electronic resources that support the academic needs of
students, Contra Costa County Library provides remote access to such databases as Student Resource Center
Gold, Opposing Viewpoints, Biography Resource Center, and Learning Express Library. However, teenagers in
the County remain largely unaware of these resources and how to use them. By collaborating with local middle
schools and high schools in the cities of Antioch, Hercules and San Ramon, Contra Costa County Library will
pilot a program to train teachers how to access, select and search the Library's electronic resources. These
trainings will then enable teachers to instruct and encourage their students to use these databases for a variety of
educational purposes.
CONTRA COSTA CHILDREN'S IMPACT STATEMENT
The "Building Information Literacy for Academic success: A Collaborative Approach" program is designed to
address the critical need for teenagers to be aware of all of the curriculum-based electronic resources that are
available for them to use in pursuit of their academic goals. It fully supports the community outcome established
in the Children's Report Card of Children Ready for and Succeeding in School.
Library staff will provide each teacher with a library card that allows them remote access to the databases,
teacher training packets with reproducible handouts, informational classroom posters, and textbook covers
printed with easy instructions for database use. Teachers will distribute the textbook covers to their students.
The library expects the majority of teachers attending the workshops to then utilize classroom time to introduce
their students to the electronic resources. Positive student response and an increased use of these databases are
anticipated.
A successful program will result in local students being well prepared to begin college or career. They will
know that there are educational resources available in many formats from many sources and will be certain that
adults with whom they have daily contact can help lead them to the resources that support their long-term
academic goals.
