RF.COMMENDF.D ACTION:
ACCEPT the resignations of Mr. Nick Virgallito,Mr. Ernie Guerrero, Mr. Bruce Hall and Mr. John Dalrymple
from the Workforce Development Board(see attachments). DECLARE the vacancies on the Workforce
Development Board and DIRECT the Clerk of the Board to apply the Board's policy for filling these vacancies.
FINANCIAL IMPACT:
No County costs. The local Workforce Development Board is mandated by the Federal Workforce Investment
Act of 1998 (WIA). Costs of advertisement for new appointees will be funded through WIA funds.
BACKGROUND:
The following WDB members have submitted resignations to the WDB in accordance with section 117 (b)(2) (A)
(ii)of the Federal Workforce Investment Act of 1998: Mr. Virgallito as an Economic Development Representative
(Seat#2)due to personal reasons;Mr. Guerrero as a Business Representative(Seat#7)due to personal reasons;
Mr. Hall as a Business Representative(Seat#20)due to business and health issues; and,Mr.Dalrymple as a Labor
Representative(Seat#2) following his resignation from the Central Labor Council(see attached).
The Workforce Investment Act(WIA)and the State Workforce Investment Board(SWIB) set membership
standards for local Workforce Development Boards (WDBs).
The Workforce Development Board works with a broad range of business, education, labor,public agencies and
community-based organizations to recruit highly qualified nominees for appointment to the Board. All nominees
will meet the strict criteria set forth in the Workforce Investment Act. Nominees will be forwarded to the Internal
Operations Committee following WDB endorsement.

It is with regret that l must resign from the Workforce Development Board effective today 11-22-04
I held out joining Boards for the last 3 years. Then, in a weak moment, l thought i would be cable to
make the time to'make a contribution to a worthwhile endeavor in helping to build-futures within the
Business environment. Alas, that was not to be.
My personal objectives in life are not just to be along for the ride on any board without participating
and contributing at a much higher level than i have been.
I wish you all the best and hope l have not disappointed you too much and look forward to the future
when perhaps we will be able to work together. Thank you.

Dear Kathleen:
Over the past several months,I have been contemplating leaving the Board as I already have with the
Hospital Foundation,Rotary Endowment,Jr.Achievement etc.These decisions were driven by a number
of factors including being over committed,some health issues and pressures of my business.
When I look back over my years with the Board, it is clear that it is a better organization today thanfour
years ago.We now have dust within the Board,a solid committee structure,a better but far from perfect
view of the numbers and a core of hard working and committed Board members.I claim no credit for any
of this but it has been gratifying to see the improvement
In every organuzation where I have had a leadership role,I have tried to be an agent for change and
progress.My insistence on issuance of the RFP for an Operator was an attempt to bring about radical
change in the delivery of service in the county,a position which alienated me from many EHSD
employees.While we may have successfully defined what the Board wants as a product,I still have
substantial reservations as to the ability of the Operator to perform to the requirements set out in the RFP
and I continue to question the ability of Board staff to effectively supervise when they share the same
upper management I sincerely hope that I am wrong about this but we are seven months into the fiscal
year with no contract signed and continuing fiscal issues yet to be resolved.
When one has a feeling of no longer adding anything to the organization,itis time to move on and allow
someone else to take the organization to the next level.It is with regret that I respectfully submit my
resignation effective today.

BACKGROUND:
The Advisory Housing Commission was established in 1981 to review and make recommendations on
all matters to come before the Housing Authority, except emergency and certain other matters. The
Commission comprises seven members, five of which are At Large and two of which are tenants of the
Authority. The Internal Operations Committee reviews nominations for all Commission seats.
The Internal Operations Committee, at its April 4, 2005 meeting, reviewed the applications of two
nominees and recommends to the Board of Supervisors the appointment of Ms. Medina to the
Commission. The other nominee has been recommended for appointment to the Affordable Housing
Finance Committee in a separate recommendation from our Committee.

Dear Supervisors Uilkema and DeSaulnier:
A vacancy at one of the five (5) "at-large"Advisory Housing Commission seat
has existed since December, 2004. This is a seven person commission, five
commissioners being "at-large" and two being "resident" commissioners.
Two individuals applied for this vacancy. They are Julie Medina and Anamarie
Avila Farias. A three person screening subcommittee of the Advisory Housing
Commission interviewed each. Those serving on the screening subcommittee were Al
Fleck, Richard Lujan, and Geneva Green. The factors considered by the subcommittee
were 1) the affordable housing interests of the candidates, 2) their willingness and
ability to attend and participate in the meetings and activities of the Commission, 3) their
cooperative spirit, 4) any special skills, background or positions that would likely assist
the individual to be an effective Commissioner, and 5) whether the candidate reflects
the racial, gender, geographic, and economic diversity of Contra Costa County
complementary to the current composition of the Advisory Housing Commission.
The Screening Subcommittee believes that either of the two candidates would
be assets to the Advisory Housing Commission and asked me to pass their names
along for your consideration.

1 don't serve on any Community Boards at this time but have 12 years of
experience serving as a Tenant Advisory Housing Commissioner. I was
involved with the Housing Authority from 1990-2002. Through the Family
Self Sufficiency program I was able to buy my first home, a condominium
in Concord. Because I am no longer a tenant of Section 8 1 resigned as a
commissioner. This also meant I had to resign from the resident seat that I
held with the Board of Supervisors. I held that position for 3 years, from
1999-2002.
1 feel that I would be an asset to the Housing Authority because I have a
background in that field and have a genuine interest in the area of affordable
housing. I have been on each of the subcommittees, enjoying development
and policy and strategy the most. I also served as Vice Chairperson and
Chairperson. My fondest memories are the friends I made both at Contra
Costa Housing and at the Conferences that I was able to go to. I also learned
a lot about Housing in other areas. Being involved with the Contra Costa.
County Housing Authority has enriched my life and I would be grateful to
be able to participate again, this time as an at large Commissioner.

BACKGROUND:
The Workforce Development Board {WDB} was created pursuant to the federal Workforce
Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment
Board and its predecessor, the Contra Costa County Private Industry Council, by June 30,
2000. The WDB has responsibility for overall workforce investment policy, a workforce
development plan, and oversight of the tine-Stop Career Center system. Under the
Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is
designated as the appointing authority for membership on the WDB. The WDB has 37 seats
and 35 members (two members serve in a dual-capacity). The Internal Operations
Committee {IOC} screens all WDB nominations.
The Workforce Development Act requires that the Workforce Development Board
membership include a representative from each one-stop mandated partner. One-stop
mandated partners receive federal Community Service Block Grand funding and provide
core one-stop workforce development services.
The Internal Operations Committee at its April 5, 2005 meeting approved appointment of Ms.
Lambert, Mr. Hindman, and Mr. Brewer to the Workforce Development Board as nominated
by the WDB Executive Director, and now proffers its recommendation to the Board of
Supervisors.

Dear Kathleen:
Over the past several months,I have been contemplating leaving the Board as I already have with the
Hospital Foundation,Rotary Endowment Jr.Achievement etc.These decisions were driven by a number
of factors including being over committed,some health issues and pressures of my business.
When I look back over my years with the Board, it is clear that it is a better organization today than four
years ago.We now have trust within the Board,a solid committee structure,a better but far from perfect
view of the numbers and a core of hard working and committed Board members.I claim no credit for any
of this but it has been gratifying to see the improvement
In every organization have had a leadership role,I have tried to be an agent for change and
progress.My insistence on issuance of the RFP for an Operator was an attempt to bring about radical
change in the delivery of service in the county,a position which alienated me from many EHSD
employees.While we may have successfully defined what the Board wants as a product,I still have
substantial reservations as to the ability of the Operator to perform to the requirements set out in the RFP
and I continue to question the ability of Board staff to effectively supervise when they share the same
upper management.I sincerely hope that I am wrong about this but we are seven months into the fiscal
year with no contract signed and continuing fiscal issues yet to be resolved.
When one has a feeling of no longer adding anything to the organization,itis time to move on and allow
someone else to take the organization to the next level.Itis with regret that I respecffiffiy submit my
resignation effective today.

RECOMMENDATION:
Approve the providers listed on the attachment recommended by the Contra Costa Health
Plan's Quality Council at the February 25, 2005 meeting.
BACKGROUND:
The National Committee on Quality Assurance (NCAA) has requested evidence of Board
Approval for each CCHP provider be contained within the provider's credentials file.
The recommendations were made by CCHP's Credentialing Committee and approved by
CCHP's Quality Council.
