Costa FROM: FISH AND WILDLIFE COMMITTEE .gas - County cbuK DATE: March 8, 2005 • SUBJECT: PRESENTATION OF CERTIFICATES OF APPRECIATION TO INDIVIDUALS WHO HAVE MADE EXCEPTIONAL CONTRIBUTIONS TO FISH AND WILDLIFE RESOURCES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS PRESENTATION of Certificate of Appreciation to the following individuals who have made exceptional contributions to the fish and wildlife resources of Contra Costa County, as recommended by the Fish and Wildlife Committee. ➢ Nicole Kozicki (California Department of Fish and Game) ➢ John Pereira FISCAL IMPACT None BACKGROUND/REASONS FOR RECOMMENDATIONS In 1998, the Fish and Wildlife Committee voted unanimously to recommend that the Board of Supervisors initiate a Fish and Wildlife Committee certificate of appreciation program. The committee believed the program would be a valuable mechanism for expressing appreciation to those who have made substantial contributions to the local environment. They also felt the recognition program could increase community awareness about the importance of protecting and enhancing the county's fish and wildlife resources. The Board of Supervisors approved this recommendation on February 3, 1998 and recognized nineteen individuals as the first recipients of this award. The award has been presented several times since then to a number of worthy recipients. —YES SIGNATUCONTINUED ON ATTACHMENT: R �,. Nicole Kozicki (California Department of Fish and Game): The Fish and Wildlife Committee recognizes Warden Nicole Kozicki for her contributions to the natural resources of Contra Costa County. Warden Kozicki single-handedly reduces the level of injury imposed on the county's environment by educating the public about the importance of saving our natural endowment and by giving citations and penalties to people who violate Fish and Game Code. A portion of the Fish and Game Code violation fees goes to the County Fish and Wildlife Propagation Fund,which the FWC administers through a competitive grant process to distribute the money to environmental projects in the county. Last year, twelve projects received fund money to improve fish and wildlife habitat. Warden Kozicki's effectiveness and tremendous commitment to protect wildlife in Contra Costa County has built a stronger tie between the California Department of Fish and Game and the FWC, both of which share the goal of improvinc,., i the quality of habitat for fish and wildlife. Ms.Kozicki often participates in the FWC's monthly meetings to provide information on wildlife related issues in the i county. Warden Kozicki's positive attitude and good humor, even in the face of obstacles, inspires those with whom she collaborates. John Pereira: The Fish and Wildlife Committee also recognizes Mr. John Pereira for his contributions to the natural resources of Contra Costa County. Upon the passing of his father, Frank Pereira, in 2003, John Pereira generously offered to continue the tradition of hosting the FWC's annual public meeting.This event,held at the Pereira Ranch located in the upper Pinole Creek watershed,allows many people who work in the county to improve the quality of our environment to come together and speak of their experiences and impressions of fish and wildlife resources. Law enforcement and natural resources agency staff,judges, members of the Board of Supervisors,members of the FWC and recipients of Fish and Wildlife Propagation Fund grants enjoy this event. In a quiet, beautiful setting, meeting participants are able to openly talk, listen to each other's stories and learn from one another to help improve the quality of the natural environment in the county. The Pereira Ranch provides an inspiration to collaborate and work toward common goals. The Pereira Ranch dinner remains the highlight of the FWC's calendar because of the beauty of the ranch and John Pereira's dedication, grace, and humility.
