SPECIFIC REQUEST(S)OR RECOMMENDATIONS(S)& BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Redevelopment Director,on behalf of the Redevelopment Agency, to
execute a contract with the Contra Costa County Flood Control and Water Conservation District,with a
payment limit of $200,000 and a term of the contract to July 31, 2006 for Drainage Area 48B
Improvements in the Bay Point Redevelopment Project Area.
APPROVE and AUTHORIZE the Chief Engineer, on behalf of the Contra Costa County Flood Control
and Water Conservation District, to execute a contract with the Redevelopment Agency, with a
payment limit of $200,000 and a term of the contract to July 31, 2006 for Drainage Area 48B
Improvements in the Bay Point Redevelopment Project Area.
FISCAL IMPACT
The estimated cost of the project is$200,000. No General Funds would be utilized. Redevelopment Funds
will be used for the improvements. Drainage Area 48B funds will be used to reimburse t e Redevelopment
Agency when the funds become available.

BACKGROUND/REASONS FOR RECOMMENDATIONS
A major activity in Bay Point is to improve and upgrade the existing infrastructure.The Redevelopment
Agency is working with the Flood Control District on improvements to Line A of Drainage Area 48B.
The improvements involve the replacement of the existing 60-inch culvert with an approximately 84-
inch culvert under Port Chicago Highway to alleviate the flooding problems upstream of the culvert.
The Board of Supervisors adopted a Mitigated Negative Declaration of environmental significance and
approved the project on December 18, 2001. Construction of the project will be coordinated with
infrastructure improvements needed for the Bay Harbor Commerce Center, on the east side on Port
Chicago Highway.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of final design and construction.
