HomeMy WebLinkAboutMINUTES - 03082005 - C.43-C.47 TO: BOARD OF SUPERVISORS �E•s" ,off FROM: William Walker, M.D., Health Services Director 1 Contra By: Jacqueline Pigg, Contracts Admimstrator ._ Costa February 24, 2005 - �� DATE: _ SQA ------ County C SUBJECT: Approval of Contract#24-820-7 with Edgewood Center for Children and Families SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS) Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract#24-820-7 with Edgewood Center for Children and Families, a non-profit corporation, in an amount not to exceed $93,600, to provide Therapeutic Behavioral Services (TBS) for the period from January 1, 2005 through June 30, 2005. This Contract includes a six-month automatic extension through December 31, 2005, in an amount not to exceed$93,600. FISCAL IMPACT: This Contract is 50% Federal FFP Funded, 45% State EPSDT funded, and 5% Mental Health Realignment Funds. CHILDREN'S IMPACT STATEMENT: This TBS program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS), increase in family satisfaction - as measured by the Parent Satisfaction Survey, decreased use of acute care system, and placement at discharge to a lower level of care. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): The State Department of Mental Health has established a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age and their families, who participate in the Early and Periodic, Diagnosis, and Treatment (ESPDT) Supplemental Specialty Mental Health services. This program provides services to eligible Medi-Cal beneficiaries less than 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. On October 28, 2003, the Board of Supervisors approved Novation Contract #24-820-6 with Edgewood Center for Children and Families for the period from July 1, 2003 through June 30, 2004, (which included a six-month automatic extension through December 31, 2004) for the provision of Therapeutic Behavioral Services to County referred clients ages 0-21 years and their families. Approval of Contract #24-820-7 will allow the Contractor to continue providing services through June 30, 2005. Approval of Contract Amendment Agreement #24-920-8 will allow the Contractor to provide services to additional children,through June 30, 2005. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): On October 7, 2003, the Board of Supervisors approved Contract #25-047-2 (as amended by Contract Amendment Agreements #25-047-3 through #25-047-5) with Phoenix Programs, Inc. for the period from August 15, 2003 through September 30, 2005, for the provision of vocational, rental assistance, and other homeless support services to County's HHISN clients. Approval of Contract Amendment Agreement #25-047-6 will allow the Contractor to provide additional services, including case management services,through September 30, 2005. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): On September 28, 2004, the Board of Supervisors approved Contract #25-050-3 (as amended by Contract Amendment Agreement #25-050-4) with Phoenix Programs, Inc., for the period from September 30, 2004 through September 29, 2005, for the provision of SAMHSA-required mental health and substance abuse (dual-diagnosis) evaluation services to homeless clients who are receiving services under County's Synergy Program and healthcare services for County's "Project Hope." Approval of Contract Amendment/Extension Agreement #25-050-5 will allow the Contractor to provide outreach services to additional County youth through November 30,2005. BACKGROUND/REASON(S)FOR RECOMMENDATION(S�: Under Contract #25-061, Roberto Reyes will provide management and oversight of the West and Central County Emergency Homeless facilities including, but not limited to, managing day to day operations, supervising facility staff, coordinating the intake and referral of clients, and working in collaboration with the Homeless Hotline, Employment and Human Services General Assistance Program, hospitals, police departments and community service providers, through February 28, 2006.
