RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract on behalf of the County with Walter Thomas Gill, in an amount not to exceed $41,600, to provide coordination for training funded by the FY03 Homeland Security Grant Part II for the period of March 1, 2005 through February 28, 2006. 11. FINANCIAL IMPACT: NONE. This contract is fully reimbursed by grant funding. 111. BACKGROUND: The FY03 Homeland Security Grant Part 11 provided the Contra Costa Operational Area with $519,522 in supplemental funding for training. The Anti-Terrorism Approval Body for Contra Costa County (Approval Authority) agreed that the funding would be used to present courses, approved by the Office of Domestic Preparedness, for awareness and performance training that are county specific and provided to all first responder disciplines. An additional $68,000 was designated for administrative costs related to training course development and delivery. The Contractor will provide Training Coordination for the development and implementation of training courses for first responders in the Operational Area in accordance with the Homeland Security Grant guidelines. Environmental Protection Agency SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RE COMMENDATION(S) Approve and authorize the Health Services Director or his designee (Wendel Brunner, M.D. ) , to accept on behalf of the County Grant Award Agreement #28-730, in an amount not to exceed $35,000 from the U. S. Environmental Protection Agency, for the Asthma Management Education Project, for the period from November 1, 2004 through October 31, 2006. FISCAL IMPACT: Approval of this Grant Award Agreement will result in an amount not to exceed $35, 000 from the U. S. Environmental Protection Agency, for the Special Activities-Asthma Management Education. (No County funds are required) BACKGROUND/REASON(S) FOR RE COrMENDAT I ON(S) : Asthma is a chronic respiratory disease of enormous public health significance and is associated with significant disability and costs, both monetarily and its impact on the quality of life. Asthma is the most common chronic disease of childhood and one of the leading causes of childhood hospitalizations and school absences. A recent summary of hospital discharge data compiled by the Regional Asthma Management and Prevention (RAMP) Program provides specific information about areas of Contra Costa County where asthma is disproportionately affecting children. It is the schools serving these communities and the families living in these areas that are the focus of this project. In collaboration with the Regional Asthma Management and Prevention (RAMP) Initiative, Richmond Health Center, John Muir/MT. Diablo Health System, Contra Costa Health Plan and Public Health Clinic Services, this project will be integrated into the pediatric asthma program currently underway in Public Health Clinics Services. The goal of the project will be to perform educational home visits to address the home environment and to enhance asthma self-management skills by conducting in-school asthma management education for children with asthma. This Project will also reduce school absences, emergency room visits and hospitalizations for these children and assist in relieving some of the burdens that families experience in dealing with this chronic disease. (No County funds are required) BACKGROUND/REASON(S) FOR RECONIMNDAT ION(S) : Contra Costa County is witnessing an unparalleled epidemic of pediatric obesity. Childhood obesity rates have more than doubled over the past 30 years, with particularly rapid increase in the populations we service; low income, African-American and Hispanic youth. A recent survey reveals that 340 of children ages 3-11 seen in our family practice and pediatric clinics are at-risk of overweigh or already overweight. The California HealthCare Foundation is working in collaboration with Contra Costa Public Health, Contra Costa Regional Medical Center, and other organizations to implement and disseminate "Have Fun and Be Healthy", an innovative pediatric obesity intervention program for low-income children ages 3-11. The goal of the program is to implement the "Have Fun and Be Healthy" program, determine the provider and patient acceptance and effectiveness of the program and develop methods to disseminate the program. (#21-349-0) FINANCIAL, IMPACT: $1,3009000 100%Administrative Overhead, 20% County, 40% State, 40%Federal BACKGROUND: The proposed contract is the result of the open bid process, Request for Proposal #1080, released December 20, 2004. EHSD is in need of a process to automate existing paper case records to support business process changes to maximize staff resources and improve client services. In the current environment, there are individual caseworkers servicing specific assigned caseloads, which can vary in number depending upon the client programs enrollment. Caseloads can be as high as 450 case records with 100-150 document pages per case. The manual process for retrieval and update of case file information is labor intensive. Currently each employee is responsible for individual case records from start to finish. Records are initiated when a client utilizes the walk-in to scheduled appointments in District offices or makes contact by phone to a specific person or a specific program work group, such as, Medical Intake Unit. EHSD is planning implementation of a group of consolidated Client Service Centers for each of the major social services programs, such as, Medical, Food Stamps, CalWORKS, etc. The goal is to develop an operating system that will provide access to client case records by all caseworkers in the Client Service Centers. The implementation of an automated case pooling system will provide the framework for EHSD to move ahead with the Client Call Centers. The cost of the automated case management and imaging system will be recovered through the increase in staff efficiency and the reduction in costs currently associated with record maintenance and service delivery. (#21-351-0) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a contract with the Pro-Sery Agency for termination of parental rights process services in the amount of$85,000 for the period April 1, 2005 through March 31, 2006. (#21-351-0) FINANCIAL. IMPACT: $855000 100% County BACCKGROUND: The proposed contractor was selected by the open bid process, Request for Information (RFI) #231 for the termination of parental rights hearing process services. The Court sets Section 366.2, permanent plan for termination of parental rights hearing dates. Process service must be made to the parent(s)prior to the hearing date. The law requires parents be served to preserve termination of parental rights and to protect reversal by the State Court of Appeals. Service must be made within the Court timeframe and can require multiple attempts by the process server agency as the parent may difficult to contact, evade service, reside out'of state, be homeless, or incarcerated. If service cannot be accomplished, the process server must provide a written statement providing detailed documentation of the investigation and attempted service to be filed with the Court. The Court may, also, order personal service of other documents concerning other juvenile dependency matters, such as subpoenas and restraining orders, requiring the services of a process service agency. Selection was based upon experience, knowledge of juvenile dependency and parental rights termination, and the ability to deliver service. Pro-Sery has demonstrated the ability to success ly de ' services and meet the needs of county agencies since 1996.
