RECOMMENDATION:
Adopt Position Adjustment Resolution Number 19851, canceling one (1) Business System Analyst
(LTWK) position #65 and adding one (1) Administrative Services Officer (APDB) position.
FISCAL IMPACT:
This action will result in an annual cost of$8,475. -
BACKGROUND:
The current Administrative Services Officer at the Department of Information Technology will be
retiring on March 31, 2005. This addition will allow the Department to provide cross training for the
person who will be replacing the current Administrative Services Officer.
CONSEQUENCE OF NEGATIVE ACTION:
The consequence of negative action will result in the inabil' of the Department to provide cross
training to the incoming Administrative Services Officer.

RECOMMENDATION:
Adopt Position Adjustment Resolution Number 19800 to establish the classification of One-Stop
Operator Consortium Administrator and add one full-time position; establish the classification of One-
Stop Operator Consortium Assistant Administrator and add one full-time position; and add one full-
time Secretary-Journey Level position in the Employment and Human Services Department.
FISCAL IMPACT:
These positions are 100% funded by State and Federal sources under the Workforce Investment
Act. The annual cost associated with these positions is $268,416.
BACKGROUND:
In October 2004, the Board of Supervisors approved the Workforce Development Board's contract
with the Employment and Human Services Department as the fiscal and administrative agent of the
Contra Costa County One-Stop Consortium. The Consortium will serve as the system operator and
direct service provider for the period of November 1, 2004-June 30, 2005.
The County Administrator's Office and Human Resources have agreed that it is necessary to
establish new classifications to effectively implement the management and coordination of the Contra
Costa County Consortium's One-Stop Facilities and system.
The One-Stop Operator Consortium Administrator will be responsible for providing direction and
ensuring overall quality service operation of the One-Stop Facilities. This position will serve as the
primary contact for the Consortium and the Workforce Development Board.
The One-Stop Operator Consortium Assistant Administrator will provide direct supervision of staff
and day-to-day operations of the One-Stop Facilities.
The Secretary will provide support to the One-Stop Operator Consortium Administrator and the One-
Stop Operator Consortium Assistant Administrator.
CONSEQUENCE OF NEGATIVE ACTION:
The department will not be in compliance with the contract agreed to with the Workforce
Development Board. Additionally, the department will be unable to provide operational and direct
service delivery.

]RACKGROIINT):
The Employment and Human Services Department (EHSD), on behalf of the Workforce Development Board of
Contra Costa(WDB), has developed and been awarded funding for a two-year Walter S. Johnson Foundation
grant to create and implement a Career Pathways program for Afterschool Workers in Contra Costa County.
This is a pilot project that aims to recruit and refer out-of-school and foster youth to the"Bridges Program" at
both the Contra Costa and Los Medanos College campuses. The Bridges Program is designed to increase the
math and language skills of these youth to help them gain employment in after school programs throughout the
county and/or guide them to pursue higher education in targeted career pathways/growth industries such as
healthcare, biotechnology and manufacturing. WDB will partner with other community agencies including the
California School Age Consortium, Los Medanos College, Contra Costa College, Contra Costa County
Independent Living Skills Program, Richmond Works and the local school districts. This action allows the
County receive the grant funding.
