HomeMy WebLinkAboutMINUTES - 03012005 - C45-C49 ..S E,1 , BOARD OF SUPERVISORS *:' CONTRA TO , COSTA FROM: John Sweeten COUNTY County Administrator DATE: March 1, 2005 covr� SUBJECT: Safe Havens: Supervised Visitation and Safe Exchange Grant Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS): APPROVE and AUTHORIZE the County Administrator, or designee, to submit an application on behalf of the County's Zero Tolerance for Domestic Violence Initiative to the Department of Justice, Office on Violence Against Women for the "Safe Havens: Supervised Visitation and Safe Exchange Grant Program." BACKGROUND/REASON(S) FOR RECOMMENDATION(S): The Safe Havens: Supervised Visitation and Safe Exchange Grant Program provides an opportunity for communities to support the supervised visitation and safe exchange of children, by and between parents, in situations involving domestic violence, child abuse, sexual assault, or stalking. Studies have shown that the risk of violence is often greater for victims of domestic violence and their children after separation from an abusive situation. Visitation and exchange services provided through the Supervised Visitation Program should reflect a clear understanding of the dynamics of domestic violence, sexual assault, stalking, the impact of domestic violence on children, and the importance of holding offenders accountable for their actions. The Safe Havens: Supervised Visitation and Safe Exchange Grant Program will provide up to $350,000 to awardees. Since its inception, the Zero Tolerance for Domestic Violence Initiative (ZTDV) has been recognized for its innovation in the area of system change through a comprehensive, coordinated, community-wide approach that interrupts the progressive cycle of violence, recognizing the cost effectiveness of integrated and collaborative service strategies. FINANCIAL IMPACT None. BACKGROUND The Contra Costa Library will be holding it's fourth annual Teen Reading Program this year. This incentive- based program encourages teens to read for pleasure and to develop the habit of life-long library use, and provides an opportunity for students to improve their reading comprehension and literacy skills critical for academic achievement and success in life. During this six-week program,teens must read fifteen hours in order to complete the program. Teens who complete the reading and write reviews of the books they read will be eligible for prizes. Graphic novels will be purchased with the funds donated by the Philanthropic Ventures Foundation to be used as prizes for the program. CONTRA COSTA CHILDREN'S IMPACT STATEMENT The Teen Reading Program is designed to address the critical need for improved reading skills in 6th— 12th grade students and supports the community outcome established in the Children's Report Card of Children Ready for and Succeeding in School. FINANCIAL IMPACT The Contra Costa County Library will provide $1,960 in matching funds for this grant. BACKGROUND A recent needs assessment conducted in Walnut Creek indicates that a significant number of students and teachers do not know about Contra Costa County Library's online resources. This grant will be used to increase awareness andp rovide basic instruction on how to use these resources. The most effective wayto reach more than 7,000 4th through 12th grade students in Walnut Creek is to conduct g workshops for teachers and provide them with the tools needed to introduce these resources to their p students. CONTRA COSTA CHILDREN'S IMPACT STATEMENT: In addition to increasing student and teacher awareness of Library resources and services, this project will helpfoster a closer relationship between the Library and schools, leading to a more coordinated p effort in supporting the academic needs of students. This supports the Children Ready for and pp g Succeeding in School community outcome established in the Children's Report Card. FINANCIAL IMPACT No matching funds are required. BACKGROUND The $1,500 received from the Crockett Community Foundation will enhance library service to the citizens of Crockett. These funds will be used to purchase children's materials and provide children's programming in the Crockett Branch Library. CONTRA COSTA CHILDREN'S IMPACT STATEMENT Programs in the library and at well-attended community events helps draw the community to the library and raise awareness of parents and children about library resources and services. Performers typically tie their performance to stories or booms and the audience is encouraged to visit the library to check out books and use the library's services. Studies have shown that reading to children at an early age increases reading proficiency and improves performance at school. A larger supply of current and high-demand children's materials will ensure that the needs of the children in the community will be better met, enhancing the quality of life in the community for children and families.
