RECOMMENDATION
ADOPT Position Adjustment Resolution No. 19837 adding an Information Systems Technician I
position and canceling Computer Operates- III position #5843 in the Clerk-Recorder's Office, as
recommended by the Interim Director of Human Resources.
FISCAL IMPACT
There is an annual cost of approximately $9,300.00 in salary and benefits associated with this action,
a portion of which is offset by agency election costs reimbursement.
BACKGROUND
This action is requested by the Clerk-Recorder to appropriately classify positions as a result of new
technology that was added to their existing systems.
The Information Systems Technician I position is necessary to support a wider range of information
systems technology in the Elections Division. Duties of the new position include coordinating various
division hardware and software, including EIMS, Ballot layout and ballot counting software, online AV
application, campaign documents imaging, and GIS mapping; monitoring and administering computer
and network systems; providing front-line technical support to staff; installing, moving or changing
computer related equipment; and assisting with the planning and implementing technical functions of
a new voting system.
The Computer Operator III position was vacated in September of 2004.
The classification of Assistant Clerk-Recorder Data Processing Manager has not been used since
October 1, 2002 when the position was reallocated to Information Systems Supervisor.
CONSEQUENCE OF NEGATIVE ACTION
If the position is not allocated, inequity in pay may lead to etention problems.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution number 19798 establishing the class of School
Readiness Program Coordinator-Project and adding one School Readiness Program
Coordinator-Project position.
FISCAL IMPACT:
For FY 2004-05 the cost of this action is $58,970 which is 100% covered by a contract with
the First 5 Commission.
BACKGROUND:
This position will be responsible for providing management direction and oversight to the new
School Readiness Program.
The department has been granted a 5 year contract from First 5 of Contra Costa to develop
and coordinate a School Readiness Program to serve children in the West Contra Costa
Unified School District region.
This program will enhance the preparedness of preschoolers to enter elementary school.
The initial oversight of this program has been handled by a FACS Assistant Director, now the
department needs to hire more permanent staffing for the next 5 years.

The attached P-3 00 requests approval to establish the classification of School Readiness Program
Coordinator—Project and add one(1)positron to the Community Services Department.
CSD has partnered with First 5 Contra Costa to establish a program that offers services to pockets of
the community targeted by the State that have public schools rated as below or far below standard in
their student standardized test scores. This outreach program is funded through a grant First 5
Contra Costa received from the California Children&Families Commission School Readiness
Program. First 5 awarded CSD a grant totaling$1,898,040 over a five(5)year period to serve
children and families living in the West Contra Costa Unified School District region.
In March of 2004, CSD requested and was given approval to add three(3)FACS Family Advocacy
Assistant Manager—Project positions to provide services to begin providing services to the targeted
region. These positions are funded 100%by First 5 grant dollars. Included in the grant was
additional funding to establish a Coordinator position that would oversee the program and supervise
the Assistant Family Advocacy Managers.
In order to get the program up and running,the position has been temporarily filled by Wilda
Davisson, FACS Assistant Director—Project. However,Ms. Davisson has taken on this role in
addition to her regular responsibilities as an Assistant Director of Program Services. As the progam
has continued to develop,the need for a permanent program coordinator has become evident.
The ideal candidate for this Coordinator position will be a highly skilled individual who can function
at many levels:from supervising Family Advocate management-level staff to working with
elementary school principles and school district adminibiration. This position will act as a lead for
the County's School Readiness Programs that already operate in two other districts.
For the reasons listed above we recommend that this position be funded at the FACS Assistant
Director Salary Range of$5,173—$6,288.
