REASONS FOR RECOMMENDATIONS AND BACKGROUND:
Kleinfelder,Inc.has been the general manager of the Blackhawk GHAD since September 5,2002. Two years ago,
we issued a Request for Qualification Statements and Proposals for management of the Blackhawk CHAD.
Together with community representatives,we interviewed eligible candidates and selected Kleinfelder,Inc.to be the
general manager of the CHAD.We executed a contract with Kleinfelder,Inc. for a two-year term which expired on
December 31, 2004.
The contract scope of work is extensive requiring planning and construction of large-scale geologic hazard repair
projects. The consultant is needed for consistency in the ongoing mitigation and monitoring of the Blackhawk plan
of control.
The citizens of County Service Area M-23 are very pleased with management at Kleinfelder, Inc. and have
recommended that the General Manager continue to oversee the Blackhawk CHAD.This contract amendment will
increase the payment limit by$608,440 to a new payment limit of$1,323,440,and to extend the term from January
11 2005 to December 31, 2006. The extension is allowed by the original contract with Kleinfelder. This contract
amendment is necessary so that there is no lapse in management and oversight of GRAD activities.
CONSEQUENCES OF NEGATIVE ACTION:
Board approval is necessary to continue the management of day-to-day operations within the District.
